In December 2019,the General Offices of the CPC Central Committee and The State Council issued Several Opinions on Enlightening the Burden of Primary and Secondary School Teachers and Further Creating a Healthy Environment for Education and Teaching, which aroused wide attention of major social groups to the burden of teachers, and also partly revealed the heavy burden of current primary and secondary school teachers. In recent years, apart from heavy teaching work, numerous primary school teachers in urban areas have to accomplish other work which has nothing to do with teaching.Various work burdens greatly consume their energy and squeeze their self-improvement space, which have already exerted a negative impact on improving education qualification. As a matter of fact, elementary education is the foundation of cultivating high-level talents and improving national quality and primary school teachers occupy an important position in elementary education. Therefore, the problem of overburden of urban primary school teachers is worth our attention and consideration. To this end, through relevant literature review, the author clarified the relevant concepts and analyzed the current policy and teachers’ burden and source. In the meanwhile, taking part of teachers of six primary schools in Y city as the research object, the status quo of teachers’ work burden of these six primary schools were investigated through questionnaire investigation and interview, and the reasons were analyzed according to the results of the survey,so as to seek the countermeasures to reduce the burden of teachers.According to the investigation and research, the overall work burden of urban primary school teachers in Y city is heavy, which is mainly manifested as long working hours, complex work content, large workload(including wide-ranging non-teaching work),and high psychological pressure caused by occupation, etc. The reasons mainly come from five dimensions, namely, relevant administrative departments, schools, students, society and teachers themselves. It finds there is a deviation in the implementation of the teacher burden reduction policy among relevant administrative departments and the autonomy of school management needs to be strengthened and the scientific management of teachers needs to be improved;in addition, student management poses sever challenges;furthermore, the pressure caused by the expectation of all social groups is great but the professional social status of teachers is low,and the way of communication between home and school is not scientific;at last, teachers’ working ability and psychological adjustment ability remains to be improved.According to the causes of the burden of primary school teachers in urban areas of Y city, the author puts forward countermeasures and suggestions for reducing the burden of them from the relevant administrative departments, schools, parents, society and teachers themselves: The relevant administrative departments will implement the policy of reducing the burden in detail, and deepen the transformation of the education authorities’ management and service;schools scientifically deploy teachers’ work, improve teachers’ assessment and evaluation mechanism, and focus on teachers’ physical and mental health and professional development;parents do a good job of students’ family education and communicate with teachers scientifically;society creates an environment atmosphere of respect for teachers and education;teachers take the initiative to improve their work ability and focus on enhancing their psychological adjustment ability.
