A strong youth is a strong country,and physical health is the source of our youth’s physical strength and physical and mental health.At present,there are about 160 million primary and secondary school students in our country.In addition to participating in physical education classes,effective after-school exercise can enhance students’ physical fitness and shoulder the heavy responsibility of healthy education.This is not only the objective need for the healthy growth of students,but also the earnest expectation of parents,society and the country.However,the survey found that the time and space of physical exercise for primary and secondary school students in my country is limited,and it is urgent to expand the time and space of after-school exercise to outside the school.However,non-exclusive sports spaces belong to different departments such as land,water conservancy,gardening,housing construction,etc.,and their management functions are different.How to use these non-exclusive sports spaces efficiently and play their sports functions according to the characteristics of after-school physical exercise of primary and secondary school students?There is still a lack of attention and professionalism.To this end,the sports department should strengthen coordination with relevant departments,effectively construct and utilize urban non-sports space,and provide high-quality after-school physical exercise services for primary and secondary school students,which is of great significance and far-reaching.This is the starting point and ending point of this research.This paper adopts the methods of literature materials,interviews,questionnaires and other methods.From the perspective of non-exclusive sports space utilization,this paper takes the subject coordination and countermeasures in the after-school exercise of primary and secondary school students in Guangzhou as the research object.A detailed investigation was carried out on the coordination of sports social organizations and students’ parents.Through interviews with relevant responsible persons and analysis of questionnaires,it was found that the coordination of various entities is still in a relatively disordered state.The lack of authority of the sports functional department as the leading department has resulted in The lack of coordination and the ambiguity of the main body’s rights and responsibilities lead to the obstruction of linkage and financing,the lack of standardization system leads to insufficient innovation,and the lag in the formulation of regulations and policies leads to disordered coordination.Based on synergy theory and stakeholder theory,the research analyzes the current situation and predicament of primary and secondary school students in Guangzhou using non-exclusive sports space,and conducts in-depth analysis of the reasons.Then through the stakeholder theory,the main body behavior identification and behavior analysis of each subject are carried out,and the synergistic relationship is reconstructed with the help of the theory of synergy,forming a synergistic relationship led by the sports functional department,coordinated by relevant responsible departments,sports social organization services,and parent and student participation.,forming a multi-dimensional synergy.The main body coordination countermeasures are proposed through three levels.The first is to strengthen the top-level involvement and the main body behavior norms,build a collaborative system and promote the seamless connection of policies;secondly,to solve the problem of uneven distribution of power and responsibilities among government departments and fragmentation to form a unified Finally,it is necessary to further strengthen the recognition of sports value and enhance the spillover effect of sports culture,so that each cooperating subject consciously takes the realization of high-quality extra-curricular physical exercise for primary and secondary school students as the internal driving force to jointly deepen the reform and practice of school physical education after school physical education.,to help the realization of the dream of a sports power.
