Research On The Optimal Path Of Youth Social Work Talent Team Construction In The Communist Youth League System

With the gradual rise of youth problems in China in recent years,as the main Department of youth service,the existing staff and working methods of the Communist Youth League can no longer meet the service needs of youth,so it is urgent to establish a professional team of Youth League cadres.To this end,the state has issued a series of policy documents,which clearly put forward the need to speed up the construction of youth social work professionals.The academic circles have also paid extensive attention to this.Generally speaking,the existing studies in the academic circles mainly focus on the purchase of services by the government,youth social work institutions and the construction of talent team outside the Communist Youth League system.The research on the construction of youth social work talent team in the Communist Youth league system is relatively weak.Based on the perspective of ecosystem theory,this paper uses semi-structured interview method and participatory observation method to investigate and interview 7 county-level League cadres and 16 township(street)League cadres of the Communist Youth League in L County,collects detailed and reliable first-hand data,analyzes the practical difficulties and causes of the construction of youth social work talent team in the Communist Youth League system from three aspects of micro system,meso system and macro system,and puts forward the optimization path.The study found that the construction of youth social work talent team in the Communist Youth League System of L county faces the following practical difficulties: from the perspective of micro system,the specialization of youth social work talent is insufficient,specifically low professional awareness,insufficient professional ability and less professional practical services;From the perspective of meso system,the training system of youth social work talent team is not perfect,specifically the number of professional posts is small,the professional training and education is insufficient,and the construction of professional platform is small;From the macro system,the institutional support for the construction of youth social work talent team is insufficient,specifically the implementation of policies is not in place,the financial support is not sufficient,and the incentive measures are not comprehensive.The reasons for the above difficulties are as follows: from the perspective of micro system,the personal subjective and objective conditions of young social work talents are limited,specifically,the talent initiative is not enough,the talent tenure is short,and the talent work task is heavy;From the perspective of meso system,the organizational construction of youth social work talent team lags behind,specifically the unreasonable post setting,the lack of professional training teachers and the temporary construction of platform;From the macro system,the institutional guarantee for the construction of youth social work talent team is lack,specifically the imperfect government supervision and assessment mechanism,the single source of government support funds and the imperfect government incentive mechanism.In view of the above practical difficulties and their causes,this paper puts forward the optimization path of the construction of youth social work talents in the Communist Youth League System: the micro system is to improve the professional level of youth social work talents,specifically to cultivate personal professional consciousness,formulate personal career planning and broaden professional service channels;The meso system is to improve the training system of youth social work talents,specifically to build the post setting of full-time and part-time combination,introduce diversified training teachers,integrate and establish a professional platform;The macro system is to strengthen the institutional guarantee mechanism for the construction of youth social work talent team,specifically to strengthen the supervision and implementation of policies,innovate financial support methods,and improve the assessment and incentive mechanism.
