A Study Of The Debate About School Choice In Basic Education In The United States Since 1990s

Since the 1990s,school choice have been in place for nearly 30 years and have become a tool to defend the educational rights of American children.In the decades-long debate,school choice in the United States is different today than it was in the past.Attitudes and opinions about school choice remain tit-for-tat,and school choice continues to evolve in the face of competing views.The purpose of this study is to clarify the historical origin and development process of school choice in American basic education,to clarify the focus of the debate on school choice in American basic education,to explain the essence behind the debate on school choice,and to analyze the commonality of educational ideals and values reflected behind the debate on school choice in American.Based on the research objectives,this research is divided into the following parts.The introduction is divided into six contents: problem formulation,literature review,research objectives,research design,research significance,and concept definition.Part I.The origins and development of school choice in American basic education.Based on historical documents related to school choice in the U.S.,this course compares the historical origins and ideological foundations of school choice in basic education in the U.S.and the emergence of contemporary school choice since the1990 s,and explains the policy and legal foundations of school choice since the 1990 s through relevant federal court decisions and relevant government policies.PartⅡ.The interests and major types of school choice in U.S.basic education.To elucidate the changing roles and demands of the stakeholders of school choice in basic education in the U.S.-government,schools and parents-in the context of the marketization of education;to organize contemporary forms of school choice in the U.S.and to classify them on this basis.PartⅢ.The core and focus of the school choice debate in American basic education.Based on a historical perspective,the school choice debate is divided into the legitimacy debate,the feasibility debate,and the effectiveness debate,which correspond to the questions "Is school choice legitimate? How does school choice work? And does school choice achieve the desired policy goals?" The three questions are The legal focus of the school choice legitimacy debate is presented through classic federal and district court decisions;the feasibility debate is expressed in the debate over the design of school choice program mechanisms and the different policy priorities of successive federal administrations;and the effectiveness debate includes the different views of scholars on whether school choice programs achieve the ideals of promoting school system efficiency and educational equity for which they were originally designed.PartⅣ.The differences in positions and commonalities in values in the debate over school choice in basic education in the United States.By sorting out the three focal points of the debate,we analyze the areas of performance of the debate;the conflict between different values and ideologies in the United States is shown behind the debate on school choice in the United States,and through the analysis of the conflict between values and ideologies shown behind the debate,we summarize the commonality of educational ideals and values reflected in the debate on school choice...
