| According to the survey results of the Ministry of civil affairs in 2020,more than 6.436 million rural left-behind children in China are still facing various problems,and the field of rural children’s development is still facing outstanding challenges.However,it is obviously insufficient to rely solely on the government to solve the problem of rural left-behind children.The report of the 19 th CPC National Congress pointed out that we should improve the care and service system for rural left-behind children.The Fifth Plenary Session of the 19 th CPC Central Committee pointed out that we should give full play to the role of charity in the third distribution.2021 coincides with the opening year of the national 14 th five year plan and the long-term goal of 2035.This group of rural left-behind children has been paid more and more attention,and China’s philanthropy and social work will playing great roles in the field of left-behind children.Charity projects rely on the power of social work,which is an effective way to solve the problem of rural left-behind children.Taking the “Child companion plan” of the left-behind children care project in L County,Jiangxi Province as an example,this thesis investigates and analyzes the “Child companion plan” project in L County through the methods of literature research,interview and participation observation,combs the operation mode of the “Child companion plan” project,summarizes the implementation status of the “Child companion plan” in L County,discusses the application of social work in the operation of “Child companion plan” project,and puts forward the deficiencies and countermeasures on this basis.From the perspective of project implementation,the “Child companion plan” project itself is a systematic operation and management mechanism,which is reflected in the management of child companion home and child companion mothers.The supporting role of“charity” in the “Child companion plan” is reflected in the control of the charity on the operation and management of the project and the financial support for the project.The supporting role of “social work” in the “Child companion plan” is reflected in the application of training and supervision and case management.The study also found that the “Child companion plan” has some problems in L County,such as the lack of professionalism of child companion mothers,the lack of continuous training and supervision of the project caused by the epidemic,the shortage of funds for project activities,the low participation of left-behind children’s guardians and communities,and the insufficient joint support of all social parties.In view of the above problems,this thesis puts forward some suggestions to optimize the“Child companion plan” project: first,we should strengthen professional construction.On the one hand,child companion mothers should strengthen their own professional knowledge learning,and charitable organizations should improve the professional service level of child companion mothers and the management ability of project managers through training and supervision,on the other hand,relying on local professional social work institutions and colleges and universities to build a team of children’s service talents suitable for Jiangxi and improve the corresponding talent mechanism;second,we should increase the financial support for the project,and improve the professional level of fund-raising of the project;third,encourage families and communities to participate together,improve the participation of guardians,expand the participation mode of guardians,and give full play to the participation subjectivity of guardians and communities;fourth,seek multi-party participation and attention,strengthen the linkage support for project between government groups and organizations,improve the construction of service network for left-behind children,and establish local volunteer teams,so that more resources can benefit left-behind children in rural Jiangxi. |
