Human resources,material resources and capital investment are the basis of national education and teaching work,and the guarantee of the development quality of education.With the development of China’s economy and national scientific and technological forces into a new period,the reform of education is also imminent,and a large amount of capital influx is urgently needed.In 2010,Hubei province promulgated the Outline of medium-and Long-term Education Reform and Development Plan in Hubei Province(hereinafter referred to as the Outline)in order to increase investment funds for education.The outline of 2011-2021 to make clear the cause of education investment standard,and emphasizes the importance of government education funding for education career,provide education resources is one of the important function of government,besides the government also should establish perfect education fund raising channels,to the stabilization and normalized development of education undertakings provide diversified sources of funding,It will escort China’s education to a higher level in the future.The comprehensive strength of science and technology and education of Wuhan ranks among the top three in China,and it is a city worthy of the name of science and education,with abundant higher education resources.According to data surveys in recent years,by the end of 2020,Wuhan had 46 undergraduate colleges and38 junior colleges,ranking second in the country,only next to The capital of China,Beijing.In addition,there are 7 key colleges and universities directly under the Ministry of Education,25 national key laboratories and hundreds of key laboratories of the Ministry of Education in Wuhan,with more than 1.29 million college students.In terms of the number of key laboratories of the Ministry of Education,Wuhan ranks the third in China,next only to Beijing and Shanghai.The number of college students ranks first in China.In this paper,the education investment of governments at all levels in Wuhan is taken as the research object,and the problems and deficiencies of the education financial investment policies of governments at all levels in Wuhan are deeply explored,and the causes of the problems are analyzed,and the government investment policies are improved,hoping to have reference significance for the sound and rapid development of education in Wuhan in the future.At present,a lot of domestic literature about education equality is about basic education equality.At present,the problem of basic education equality in China has been basically solved,but the fairness of higher education is seldom mentioned.Based on the analysis of the classification status of universities in Wuhan,the distribution status of university education resources and the amount and proportion of financial investment in higher education in Wuhan,this paper finds that the current problems in the allocation of higher education resources in Wuhan are as follows: The overall public financial investment is insufficient,the regional structure of basic public education service is unbalanced,and the fair and efficiency of higher education resource allocation is conflicted.The analysis of the reasons for the uneven allocation of resources includes social reasons,economic reasons,historical reasons and government management reasons.Finally,the paper puts forward the strategies to promote the balanced allocation of higher education resources in Wuhan from the perspective of public management,hoping to strengthen the macro-control of higher education resources by playing the leading role of the government.Increase financial input to higher education and increase higher education resources;Continuously optimize the investment structure,promote the development of higher education in backward areas;Establishing scientific and complete educational compensation system for vulnerable groups and other means to give full play to the guidance and regulation of financial input to wuhan higher education resource allocation.
