Study Of Resource Optimal Allocation In The Perspective Of Financial Managementin Colleges And Universities Of Shandong

The development of higher education presents a timely theme for discussion that aims at how to deepen the comprehensive reform of education, promote the development of higher education connotation, and take the road of connotation development, and the optimal resource allocation proves to be a way to the effective implementation of the development strategy in colleges and universities as well as an important embodiment of the connotation of development.At present, there still exists a contradiction between supply and demand due to the higher education resource shortage, and improper allocation of resources such as scarcity of top-notch talent, especially young top-notch talent introduced with no special training, incomplete utilization of teaching and research equipments and conditions, nonstandard budget control, weak supervision and use of funds and the like. Measures such as the need to set up an internal reform and innovation resource allocation mechanism and to devise some methods to tap the internal potentials will be taken to solve the above problems.This paper, in the perspective of financial management, mainly makes analysis of the current situations of the optimal internal resource allocation of colleges and universities in Shandong Province. As financial management is one of the important contents of university management, the management level is very important to the efficiency of resource allocation, the integration and sharing of resources, the exploration of the internal potential, the development of characteristics, innovation and development of the school. Through the analysis and research, this paper in the light of the newly researched results at home and abroad puts forward six proposals to a better solution of the optimal internal resource problems existed in colleges and universities of Shandong Province. The proposals are as in the following: identification of the orientation of running a school; adaptation of a scientific development plan; construction of resources optimization allocation mechanism; full financial management in optimal resource allocation; strengthening the budget quality monitoring; establishment of resource allocation evaluation index system; building-up of a new type of financial management information system.
