Research On Problems And Countermeasures Of Horizontal Scientific Research Fund Management In Colleges And Universities In Yancheng

At present,our country is in a critical period of realizing the great rejuvenation of the Chinese nation,and is embarking on a new journey of building socialism with Chinese characteristics.The leap-forward development of science and technology has become a strong support for the country’s status as a great power and comprehensive national strength,and technological innovation cannot lack talents and talents.With the support of funding,more and more horizontal scientific research projects not only provide funds for scientific and technological research in colleges and universities,provide important support for scientific research talents to carry out scientific research,but also provide channels for cultivating talents,and at the same time can serve the local economy,the so-called multi-tasking.This paper sorts out the relevant literature on the management of horizontal scientific research funds at home and abroad,and defines the definitions of colleges and universities,horizontal scientific research funds of colleges and universities,and management of horizontal scientific research funds of colleges and universities.Based on the basic principles of the classic principal-agent theory and the emerging collaborative governance theory,this paper studies the problems reflected in the management of horizontal scientific research funds in two universities in Yancheng.Inconsistent,the management of the horizontal scientific research funds of the two universities has deficiencies in the internal management organization framework,budget,contract management,project completion and balance management in the execution,acceptance,audit and other links,and the contract management of horizontal scientific research project funds exists.Common problems such as non-standardization,random false reporting of budgets,and non-settlement of items.Use the form of questionnaire to analyze the problem through statistical data analysis,aiming to find out the deep-level reasons for the current horizontal scientific research funding management in Yancheng colleges and universities.To carry out scientific "management" at other levels,in order to give scientific,reasonable and constructive opinions,and to promote them in similar colleges and universities.
