Research On Influencing Factors Of Promoting Contract Energy Management In Beijing Municipal Colleges And Universities Under The Background Of "Double Carbon"

In the 1970 s,western countries gradually began to apply the contract energy management mode in the field of energy conservation,that is,through energy-saving service companies to provide energy-saving transformation schemes,construction,management,operation and other services for energy users,which greatly alleviated the dilemma of rising energy consumption costs.Since the introduction of contract energy management into China in the 1990 s,as a market-oriented operation mechanism,it has gradually been recognized by the government,enterprises and other departments and units,and has produced good benefits.The report of the 19 th National Congress of the Communist Party of China put forward the "double carbon" goal of carbon peak and carbon neutralization for the first time,and the concept of "green campus" also appeared in the report of the 19 th National Congress of the Communist Party of China,reflecting the state’s attention to "double carbon" and green development of colleges and universities.With the development of China’s education,the scale of Beijing Municipal Colleges and universities has expanded year by year,and the use of all kinds of energy has also increased sharply.The energy conservation work of municipal colleges and universities is facing great challenges.However,it is difficult for Beijing Municipal Colleges and universities to achieve good results by relying on their own economic and technical forces to carry out energy conservation.Therefore,the promotion of contract energy management in municipal colleges and universities and the introduction of energy-saving service companies to serve municipal colleges and universities can not only solve the financial and technical problems of municipal colleges and universities,but also improve the energy management level of colleges and universities,and achieve better social and economic benefits.This paper analyzes some influencing factors in the promotion of contract energy management in Beijing Municipal Colleges and Universities under the background of "double carbon",and puts forward targeted countermeasures on this basis,hoping to provide some reference for other public institutions and other colleges and universities in Beijing to carry out contract energy management,which is not only of theoretical significance,but also of practical value.After the introduction of contract energy management into China,many government departments have issued a number of incentive policies and supported the development of contract energy management.However,the research results of this paper through literature research,expert interview and questionnaire survey show that at present,Beijing Municipal Colleges and universities have not widely promoted contract energy management.There are mainly influencing factors such as low operation and management ability of energy-saving service companies,difficult financing ability,energy-saving transformation technology to be improved,and imperfect supporting policies for energy conservation and emission reduction,which restrict the promotion of contract energy management in Beijing Municipal Colleges and universities.In view of many influencing factors,this paper uses analytic hierarchy process for quantitative analysis to find out the main influencing factors.In view of these main influencing factors,this paper puts forward corresponding countermeasures and suggestions from the aspects of technology,economy,system and motivation,which has a good reference significance for promoting contract energy management in Beijing Municipal Colleges and universities.
