"China’s Education Modernization 2035" proposes to establish a more effective new mechanism for the coordinated development of regional education,and rationally allocate educational resources according to the development orientation and characteristics of different regions.We will continue to improve the conditions for running colleges and universities in the central and western regions,strengthen the construction of high-level talents in the central and western regions,and promote the construction of high-level universities and disciplines in the central and western regions,so that the central and western regions have more and better higher education resources.In 2022,China will carry out the crucial action of revitalizing higher education in the central and western regions in the new era,and promote the coordinated development of higher education in the eastern,central and western regions.Under this background,based on the law of internal and external relations of education and the theory of regional coordinated development,this study adopts the methods of literature research and comparative research to sort out and analyze the statistical data of China Education Statistical Yearbook,China Education Expenditure Statistical Yearbook and China Statistical Yearbook from 2011 to 2020,and comprehensively judge the development of regional higher education in China based on provincial panel data and regional data.Firstly,starting from five higher education resource elements: universities,students,teachers,infrastructure and education funds,this paper compares the related data of higher education,and systematically analyzes the spatial distribution of higher education in China,the diachronic evolution of higher education in the whole country and the regional differences of higher education in the eastern,central and western regions.Secondly,through the comparative analysis of data,it is found that there are some problems in the regional distribution of higher education in China: the scarcity of key universities in the central and western regions;the number of high-level talents in the central and western regions is insufficient;high-quality teachers gather in the eastern region;the spatial distribution of average infrastructure is uneven;there is a phenomenon of depression in the middle of per-student education funds.Thirdly,according to the analysis of the causes of the existing problems,the main reasons for the regional distribution of higher education are as follows: the low level of economic development in the central and western regions;the western region is sparsely populated while the central region has a large number of students;the policy has shifted from prioritizing the development of the southeast to the revitalization of the central and western regions;The loss of excellent teachers in the central and western regions is serious;the higher education in the western regions is not paid enough attention.Finally,according to the analysis of the existing problems and reasons,combined with the theory of regional coordinated development,this paper puts forward some policy suggestions to promote the coordinated development of higher education in China: implement counterpart support to universities in the central and western regions,promote the development of university clusters in the central and western regions,and promote the complementary advantages of regional universities;optimize the discipline and major structure in the central and western regions,enhance the curriculum supply capacity in the central and western regions,and improve the quality of talent training in the central and western regions;create a good academic environment in the central and western regions,share the talent resources of regional universities,and improve the flow of teachers in the central and western regions;improve the utilization rate of resources in underdeveloped areas,improve the sharing mechanism of higher education resources,and gradient shift the high-quality resources of higher education;increase the transfer payment from the central government,broaden the funding sources of universities in the central and western regions,and strengthen the funding guarantee of universities in the central and western regions.
