Higher vocational education in the western China has developed rapidly in recent years under the attention of the government.Especially in the context of Supporting the Western Program and the expansion of one million enrollment,the number of enrollment has increased sharply.Under this background,the quality of higher vocational education has become the focus of attention.What are the quality problems of vocational education? The provincial higher vocational education quality report is issued by the provincial(regional)Department of Education after integrating the data of higher vocational colleges in the province(region).It can be regarded as a government official document and has a certain administrative binding force.By analyzing the presentation of quality problems in the annual reports of higher vocational education in 12 western provinces from 2017 to 2021,this paper finds out the main obstacles that affect the quality improvement of higher vocational education in western China proposed in the current annual reports of higher vocational education in western China,and proposes corresponding countermeasures.First of all,this study makes a general introduction to the annual report on the quality of higher vocational education in the west and the presentation of the problems in the annual report.It is found that some provinces have problems such as lack of problem parts and a small proportion of problem parts.Secondly,the problems in the 50 valid reports are roughly divided into three categories: "management","education and teaching" and "students".Each category of questions contains several elements,and the problems under each category are initially identified.Based on this From the perspective of time,it is found that the hot issues that appear in the2017-2021 annual report are mainly concentrated in running schools,teacher construction,professional setting and integration of production and education;The focus of the problem is slightly different,but in general,issues such as running schools,teacher construction,professional setting and integration of production and education have become hot issues in the annual report of higher vocational education in the west,among which the integration of production and education is the main issue.Finally,the research on the "disappearing problem" in the report found that none of the reports directly responded to the solution of the relevant problems.The indicators involved in the problem were used as reference points,and the comparison of indicator data in the report was used as the response content.It was found that some provinces The "disappearance problem" of the report is being resolved,while the "disappearance problem" reported by some provinces has been forgotten,and speculation has been made about the objective reasons for the non-response to the problem in the report.In general,due to geographical,historical and other reasons,the economic development level of the western region is relatively backward.This macro background makes the annual reports of the 12 provinces have a lot of common problems.The most frequently mentioned in the reports of each province is the professional setting.Considering the number of mentions and textual expressions,this paper believes that the integration of production and education is the main obstacle that currently restricts the improvement of the quality of higher vocational education in the west.At the same time,higher vocational education in each province also faces different development problems due to its unique development environment,and each province needs to put forward relevant policies to promote the solution of the problem according to its own development reality.
