In 2018,the Central Committee of the Communist Party of China and the State Council issued the "Strategic Plan for Rural Revitalization(2018-2022)".The promulgation and implementation of this document raised the positioning of rural schools from "guaranteeing the bottom line" to "providing quality education".The new era requires us to understand and promote the development of rural schools in the modernization strategy and transformation of urbanization and rural revitalization and their combination and integration.As a subsystem that cannot be ignored in the rural education system,the effective governance of small-scale rural schools has become the main aspect and important governance content of promoting rural education revitalization in the county.Although the government departments have successively introduced a number of measures,due to the lack of motivation of rural small-scale schools and the lack of external policy guarantees,education governance cannot be effectively implemented,and there is a certain distance from the country’s implementation of rural education revitalization.Therefore,how to stimulate the internal power of rural small-scale schools by giving play to the subjectivity of the county has become an important proposition of this research.Based on the above analysis,the author selects educational ecology as the theoretical guidance,based on the basic principles of educational ecology such as subject and environment,heredity and variation,balance and imbalance,symbiosis and competition,etc.,from the three aspects of individual differences in incentives,harmonious symbiosis of incentives,and pluralistic coordination of incentives,the relevance of theoretical guidance is analyzed;on the basis of observing the external development conditions and internal dynamic support status of rural small-scale schools,it is summarized that the incentive mechanism of rural small-scale schools is not in place at the county responsibility and main responsibility.Through the examination of the problems,it is believed that the imbalance of the functional responsibilities of relevant entities,the unreasonable allocation mechanism of educational resources,the unification of the school evaluation mechanism,and the alienation of the self-positioning of small-scale schools are the reasons for the poor effect of the incentive mechanism.Combined with the analysis of problems and attribution analysis,the author proposes to improve the institutional incentive mechanism for the development of small-scale schools,improve the economic incentive mechanism for the development of small-scale schools,establish a demand-based school teacher supply and development mechanism,create a characteristic school self-innovation incentive mechanism,and build a rationalized school development accountability incentive mechanism,which provides an analytical path for optimizing the incentive mechanism for small-scale schools in rural areas.By building an incentive mechanism for the development of ecological county-level rural small-scale schools,we can truly play an incentive role for small-scale schools and promote rural small-scale schools to take the initiative to seek changes,in order to achieve the beautiful vision of self-development and innovative development.
