| With the further improvement of the compulsory education popularization,the development of education in China has entered a new historical stage: high-quality education development has become the new goal of education reform and development;striding forward to a powerful nation of education has become the new mission of education reform and development.The guarantee mechanisms are supposed to go ahead of the education development.In the face of people’s increasing diversified demand for education,it is particularly urgent to meet people’s expectations,to make up for the shortcomings in education development,and to establish and perfect a more scientific,more comprehensive,more efficient,and more diversified guarantee mechanisms.The Ministry of Education with the other five departments jointly issued the Compulsory Education Quality Evaluation Guideline in March 2021(Hereinafter referred to as the Evaluation Guideline).The Evaluation Guideline is the “baton” of the education reform and development,which provides the scientific guidance for developing the high-quality compulsory education.The questionnaire and interview outlines are designed by taking the 15 key points in the Evaluation Guideline as the first level indicators which consists of 36 second level indicators,and refining the 84 detailed rules into several questions.Through questionnaires and interviews,the author investigates the current situation and guarantee mechanism of the high-quality development of compulsory education in Tongliao city,and further analyzes the problems existing in the high-quality development of compulsory education.Through statistical analysis on the survey results,the author finds out the existing problems in Tongliao city : there are deviations in value orientation and concept of education;the guarantee mechanism needs to be improved;the guarantee measures have not been fully implemented;it is slow to evenly develop the compulsory education integration between urban and rural areas;the developing level of“Educating Five Domins Simultaneously” is not high;teachers’ professional development is not very scientific and standardized;the attention paid to family education is not enough.On the problems above,the author has proposed the countermeasures and suggestions from the educational concept,government,school and family aspects,with the analytical tool of government functions theory,the education equality theory,and the public goods theory.In terms of educational concept,we are supposed to update our education concept,seek the common value orientation,and lead the high-quality development of compulsory education.In terms of government,the macro-control functions of government should be given full play,and explore to establish an “induced”guarantee mechanism,a cross-county and urban-rural integration guarantee mechanism,and a diversified and integrated guarantee mechanism with government,schools,society and families involved.In terms of schools,the principal role of schools should be given full play,and establish a joint guarantee mechanism in “Educating Five Domins Simultaneously”,and establish a long-term guarantee mechanism for the development and growth of teachers.In terms of families,the fortress role of family education should be fully played,and construct an integrated guarantee mechanism involved families,schools and society,and so on.It is hoped that the study can play a positive role in promoting the high-quality development of compulsory education in Tongliao city. |
