Modern information technology that develops rapidly has brought opportunities and challenges for the government to guide public opinions.Convenient communication technology can spread information much faster,including bad news that may cause negative influence like panic and anxiety on society.Therefore,it is important to strengthen the government’s ability to guide public opinions in the new era.Based on domestic and foreign research,this article pays attention to the positive and negative effects of the government’s public opinion management.Against the backdrop of the covid-19 pandemic in early 2020,it emphasizes the importance of government’s public opinion guidance,and discusses how the government should maintain social stability and improve the determination of the whole country to fight against the pandemic.Secondly,it carefully analyzes what aspects the government can improve to deal with public opinion guidance in public emergencies,such as the unsound information transmission mechanism,imperfect methods of public opinion guidance,insufficient monitoring of public opinion,and unscientific guidance of we-media.After that,the paper tries to dig out internal reasons,including the lack of a comprehensive mechanism for spreading information,incomplete laws and regulations,insufficient attention to public awareness,and vague positioning of the media’s role.With specific cases,the thesis tries to provide solutions to improve the government’s ability to guide public opinion in public emergencies,including improving the daily public opinion monitoring,building a sound legal system,strengthening education,and finally linking emerging media and traditional media.
