In the big wave of social development,secondary vocational education has gradually became basic which is a type of high school education.What follows is the contradiction between growing desire of secondary vocational students for further studies and narrow channels for further education.Broadening the channels for secondary vocational students to receive higher education is not only a unilateral demand of students,but also a requirement for improving the modern vocational education system and implementing the talents strategy for powerful nation.In response to this problem,many scholars have proposed the classified enrollment method of "cultural quality+vocational skills".The state proposes to deepen the reform of the enrollment examination system in 2014,which formally confirmed the enrollment method.In the following years,the provinces respectively formulated specific implementation plans based on their own actual conditions.The reform plan of the Higher Vocational Enrollment and Entrance Examination system in Fujian Province includes three dimensions,that is to establish a graduation examination-Secondary Vocational School Academic Level Examination System;to improve the entrance examination-the Reform of the Classification Examination of Higher Vocational Colleges;to improve quality education-the Comprehensive Quality Evaluation System.The new system of higher vocational school enrollment and entrance examination in Fujian Province has been successfully implemented for one cycle.The students graduated in 2020 have been successfully enrolled by colleges and universities.This research attempts to use a combination of qualitative and quantitative research methods to evaluate the effects of the policies on the basis of fairness,appropriateness and responsiveness,when the reforms are beginning to take shape.Through the analysis of the relevant policies made with the reform of the higher vocational recruitment examination system in Fujian Province,this research aims to clarify the policy timeline and specific changes;and to conduct sample questionnaires and interviews with students,teachers,and administrative personnel in Xiamen Secondary Vocational Schools,based on the user-oriented model of policy effect evaluation;to investigate and analyze data on school teaching arrangements,enrollment and employment as well as student test scores before and after the reform of the enrollment system;to test the policy effects of the improvement of the school’s teaching quality,the enhancement of enrollment attractiveness,and the improvement of the overall quality of students from the three perspectives:the content of the reforms,the impacts on secondary vocational schools and the recipient’s understanding and satisfaction.The last but not least,this research attempts to make suggestions and reference to emerging problems for further improvement of higher vocational enrollment Exam system. |
