universities have a large number of patents and should play an important role in innovation-driven development.However,patents that eventually enter the market are less than one-tenth,and the output of the patents are contrary to the economic benefit seriously.However,due to a considerable proportion of the quality of patent applications in universities is not high,and the patent work is still in the initial stage of modern management and lack of systematic and professional management schemes and strategies,resulting in a lower rate of patent conversion in universities,resulting in less productivity,and patents output and economic benefits are "hanging upside down" serious.Therefore,it is particularly important for universities to carry out patent operation,promote the transfer of patents,and realize the patent economic value.At present,there are many universities in China to carry out patent operation,but due to the information asymmetry in the operation process has seriously hindered the effective development of the patent operation,it is necessary to know the current situation of the patent operation in a comprehensive way,control the quality of the patent application from the source,and construct the scientific patent classification management model on the basis of the patent classification.It is of great significance to improve the efficiency of patent operation,promote patent transfer and realize innovation driven development.The main contents of the paper are as follows:Firstly,the invention evaluation model for the needs of the university patent operation is constructed.Through the analysis of the evolution of the technology theme and the identification of cutting-edge technologies,the researchers will be guided to carry out scientific and technological activities,managing the quality of research and development from the source,and improving the quality of patents.The specific process:using patent documents as data,using Python to extract nouns from patent documents,converting patent documents into feature vectors made up of multiple technical terms,and using LDA to achieve topic recognition,based on which the theme evolved through the construction of the frontier identification model analyzes the theme evolution process and determines the frontier topics of technology research.It finally visualizes the knowledge map to identify the evolutionary context and frontier technology of the technology theme.The graphene technology field is used as an example for empirical analysis.Secondly,building a patent-level management model that addresses the needs of university patent operation,which can change the rough nature of university patent management,minimize redundant patents,and break the “equalitarianism” in patent management,and implement individualized management of different patents.Specific content: Researching on principles of patent classification,the study builds a primary assessment,mid-level assessment,advanced assessment and multi-level management model based on assessment results.In the primary assessment stage,the inventor used his questionnaire to obtain the inventors’ opinions on their own patent evaluations,analyzed the questionnaires and screened out low-value patents;during the intermediate evaluation stage,the patent evaluation software was used to evaluate the inventors’ screened patents,the low-value patents that were missing or hidden by the inventor were screened and eliminated.In the advanced evaluation stage,firstly,through literature review and expert consultation,the main factors influencing the hierarchical management of patents were analyzed,and the patent technology dimension and the patent market dimension index system were established;Based on an analytic hierarchy process,fuzzy integration,entropy-weighted,multi-attribute decision-making and other multiple evaluation models,a hierarchical management strategy is given for the different patents identified.Finally,the patent of the School of Chemical Engineering of Shandong University of Technology is the object of study.Empirical analysis verifies the feasibility and accuracy of the model.The research aims at the information asymmetry in the process of patent operation in universities,building a model for invention evaluation and patent classification management.It aims to optimize the project from the source of scientific research,improve the quality of patents,and realize scientific management of authorized patents.It can improve the efficiency of patent operations
