Research On Current Situation, Problems And Countermeasures Of University Patent Ecosystem In China

The value of the patent right is implemented. To solve the problem that the university patents numerous but low-transform rate, the research firstly introduced ecological theory to analyze the connotation and structure of university ecological system, dividing the system into core level, support level, environment level and analyzing the co-coupling relationship through causal graph. Secondly, the research analyzes and compares the university ecological system between China and the US from the aspects: current patent management condition, output condition and coordination degree,revealing the current domestic underdeveloped condition in universities. Thirdly, this paper analyzes specifically the intention and procedure,identifies the main influential factors for ecological system optimization in domestic universities conducted by total quality management theory, and makes empirical analysis with the questionnaire data, result showing patent transformation, applying,management and technology R&D are the key problems in university ecological system optimization with their importance reduced successively. Finally, this paper supports the optimization methods to university from the ecological aspect, and make specific measures to optimize university ecological system according to above including highlighting policy market orientation, completing university internal organize system, setting patent applying filtrating link additionally, adjusting the main part of motivation, carrying out hierarchical dynamic management, innovating patent generalizing operation mode.
