With the continuous progress of society and the widespread use of Internet technology, our lifestyle and consumption concepts have also undergone profound changes. In this context, the traditional food industry is constantly exploring innovations and relying on the "Internet +" development model to optimize and upgrade the industry, and the online food market has emerged. The popularity and development of e-commerce has provided modern consumers with a quick way to taste global cuisine without leaving home, and the rise of online food sales in particular has continued to drive this new consumption model into the mainstream of the current market. In recent years, with the rapid development of the online food market, there have been more and more new food safety incidents, which have posed a serious threat to the health and legal rights of consumers.Due to the high degree of non-reciprocity in the transmission of information about food products on the Internet, food safety issues in the online food market are more difficult to be effectively regulated and controlled by the government than in the traditional food market.Based on the theory of responsible government, the theory of information asymmetry and the theory of collaborative governance, this thesis uses literature analysis and comparative analysis to analyse the current situation of government regulation of online food sales in China, explore the results achieved and the problems revealed, reflect on the causes of the problems, draw on overseas experience in the regulation of online food sales, and propose measures to strengthen government regulation of food safety in online markets. The full text is divided into five chapters: The first chapter is an introduction, which introduces the background of the topic and the significance of the research, reviews the current state of research at home and abroad, and introduces the research ideas and methods of this thesis. The second chapter is related concepts and theoretical foundations, which describes the theoretical basis of this thesis’ s research, defining the core concepts of online food sales, online food safety and government regulation,as well as the theoretical basis for constructing government regulation of online food safety. The third chapter presents an analysis of the current state of government regulation of online food safety in China, looking at the initiatives taken, achievements, problems and causes of government regulation of online food safety in China. The fourth chapter presents the experience of government regulation of online food safety in developed countries.By analysing the typical practices of online food safety regulation in developed countries such as the United States and Australia,we draw inspiration from the experience of government regulation of online food safety in developed countries. The fifth chapter is about China’s countermeasures to strengthen government regulation of online food safety. It proposes countermeasures to strengthen the regulation of online food safety in terms of laws, regulatory bodies and regulatory mechanisms, including the establishment of sound relevant laws and regulations, the establishment of regulatory bodies with clear powers and responsibilities for online food safety, the improvement of government regulation of online food business platforms, and the promotion of the government’s construction of a "multi-faceted and co-regulatory The government’s supervision of the online food industry has been improved, and the government has been encouraged to build a "multi-governance" regulatory mechanism.
