Research On The Modernization Of Government Governance Ability Of Zhenlai County In Baicheng City

With the deepening of the comprehensive reform,China’s social governance pattern in the new era has been transformed to modernize the governance system and governance capacity of grass-roots governments.County-level government is very important in the whole administrative system,which is the basic subject of the implementation of various policies,and is the key link of the modernization of the government governance system.At present,there are some problems in the process of promoting the modernization of governance capacity,such as the poor level of public service supply,the failure to effectively mobilize social forces to participate in grass-roots governance,and so on,the understanding of the modernization of governance capacity of county government is not deep,and there are misunderstandings.Therefore,it is necessary to study the modernization of county government governance ability to promote economic and social development,and to build a harmonious socialist society.By learning and summarizing relevant governance theories at home and abroad,combined with personal work experience,this paper studies the modernization of governance capacity of Zhenlai County government.In the research process,multi-center governance theory,new public service theory and holistic governance theory are applied,questionnaire survey,case analysis and field investigation are adopted to analyze the problems and causes in the modernization of Zhenlai County government governance capacity from multiple perspectives.Chapter 1 expounds the research background and significance,relevant research results at home and abroad,research ideas and methods.Chapter 2 explains the relevant concepts and theoretical basis of theoretical research,including the modernization of county-level government,government governance capacity and governance capacity.Chapter3 summary town of adlai county government in promoting the modernization of government management ability construction of some achievements,and the integrity collaborative management ability is insufficient,the government public service supply ability,weak government diversified governance ability,the government officials comprehensive ability,the government wisdom management ability is not strong five aspects,combined with the questionnaire survey data,the absence of coordination mechanism,the public service system is not sound,multiple subject modernization governance mechanism,lack of high-quality talents and government wisdom governance thinking deviation is the deep cause of the five problems.Chapter 4 draws on successful experience by studying the modernization of other county government governance capacity.Chapter 5 From the actual situation of economic and social development in Zhenlai County,Combined with the experience for reference,Reasonable suggestions for the existing problems: first,strengthen the government’s overall and coordinated governance ability by strengthening the integration of "three governance",building a grid management system and building the governance mechanism of the big department system;Second,to improve the supply capacity of government public service by strengthening the concept of service-oriented government,improving the quality of government public service and improving the government public service system;Third,improve the diversified governance mechanism by establishing the idea of diversified joint governance,encouraging the public to actively participate in social governance and building a diversified governance system;Fourth,to enhance the comprehensive ability of government officials by optimizing the staffing to enrich the grassroots strength,the establishment of a perfect introduction assessment system of talents and comprehensively improving the comprehensive ability of the cadre team;Fifth,strengthen the government’s smart governance capacity by building a government smart governance guarantee mechanism,building a digital and information-based government,and deepening the "joint contribution,joint governance and sharing".Through the above research,the governance capacity of Zhenlai county government is continuously strengthened,the happiness and social harmony of the local people are improved,and the governance capacity of the county government in Jilin region is enriched.
