Abstract/Summary:
Government performance management(GPM)is the theoretical sorting of the new public management movement and an effective tool to improve the level of government governance.As a reform behavior of the government to strengthen its own management,government performance management is a path choice for the government to adapt to the development needs of The Times and meet the interests of citizens.It is also an important means to promote the modernization of the national governance system and governance capacity.Since the 18 th National Congress of the CPC,J City has made many explorations in the field of government performance management and achieved constructive results,effectively reducing administrative costs and improving government performance.The reform is not accomplished overnight.At present,there are still weak links in the government performance management of J city,and it is necessary to further optimize and improve the management mode under the guidance of scientific theories.This paper mainly uses three methods of literature analysis,case analysis and comparative analysis to elaborate the basic concept of government performance management in the way of comparative comparison and progressive layer by layer.On the basis of performance management theory,new public management theory and principal-agent theory,the paper analyzes and studies the specific practice of government performance management in J City.The research focuses on the preconditions and four processes of government performance management,namely organizational system construction,performance planning,performance implementation,performance evaluation and application of results.This paper concludes that there are five main problems in the performance management of J city,such as fuzzy performance concept,poor management transparency,single evaluation participants,insufficient application of evaluation results and lagging talent team construction,and makes an in-depth analysis of the causes of these problems.Compared with the experience of other provinces and cities in performance management in China,combined with the actual situation of J city,this paper suggests that the government of J city should start from four aspects:cultivating performance culture,optimizing performance management process,improving performance disclosure system and strengthening support and guarantee ability,in order to strengthen performance management of the government,improve its governance capacity,and build a service-oriented government that the people are satisfied with.
