The tax system is the main component of the state’s financial institutions and has the main responsibility for organizing the fiscal revenue revenue.The civil servants in the grassroots taxation departments are the mainstay of tax administration,and the quality of their work is directly related to the future development of the taxation business.The reasonable use of incentives to improve the efficiency of civil servants in the grassroots taxation departments is indispensable to promote the sustainable development of taxation authorities.However,the development of incentive mechanisms in grassroots taxation departments has been slow,and the lack of incentives for grassroots taxation cadres and the low turnover of staff have led to a lack of a sense of job acquisition,making grassroots civil servants more sensitive to fairness and incentives.The popularity of mobile payment,differences in the level of regional economic development and different business models have led to complex challenges in tax collection and administration.The emergence of heavy workloads,difficulties in tax collection and administration,and diverse sources of law enforcement risks have led to a trend of burnout among civil servants in grassroots taxation departments,and the weakening effectiveness of existing incentive mechanisms has become a growing concern.Under such circumstances,an in-depth study related to the incentive mechanism of civil servants in the Houqi Taxation Bureau of Tongliao City is carried out.Firstly,the literature review method is used to understand the frontier of research on civil servants’ incentive mechanism at home and abroad as well as the shortcomings,and to clarify the overall thinking.On the one hand,it can summarize the common problems of civil servants’ motivation in taxation departments at present,and on the other hand,it can also identify the individual problems of civil servants’ motivation in taxation agencies in comparison.At the same time,the two-factor theory,equity theory and achievement need theory are regarded as the essence,which provides the theoretical basis for solving the common problems and individual problems.On this basis,the current situation of the incentive mechanism of civil servants in the Houqi Taxation Bureau was analyzed by using the form of research interviews,and the problems and reasons arising from its incentive were studied in depth.Finally,combining the two-factor theory,equity theory and achievement need theory,countermeasures are proposed to improve the incentive mechanism of civil servants in the Houqi Taxation Bureau of Tongliao City in various aspects such as classification and assessment,salary incentive,education and training,innovative career development and differentiated incentive.
