Research On Cooperative Governance Between Government And Social Rescue Organizations In Public Crisis

The modern society characterized by globalization has entered the stage of risk society.Moreover,China is in a critical period of social transformation,with increasing unstable and uncertain factors,which pose a threat to people’s life safety and national security,and severely challenge the traditional public crisis management model.Along with social progress,social forces have developed,and social rescue organizations have advantages such as rapid response and strong professionalism,which provide unique conditions for them to participate in public crisis management.Therefore,how to realize the effective coordination between the government and social rescue organizations in the governance of public crisis and improve the effectiveness of governance of public crisis has become a realistic topic that needs to be solved urgently in China.In order to improve the cooperative governance between the Chinese government and social rescue organizations,this paper uses literature research method,case analysis method and comparative analysis method to analyze the current situation of the cooperative governance of public crises between the government and social rescue organizations by taking Yancheng wind disaster,Jiuzhaigou earthquake and Henan rainstorm crisis as examples,and finds out the existing problems in the cooperative governance.Then,it explores the causes behind the problems,and puts forward some feasible suggestions based on the objective status quo of China and the beneficial experience of foreign countries.Through analysis,this paper mainly draws the following conclusions: First,there are some problems in the process of cooperative management of public crisis between the government and social rescue organizations,such as obvious "control-dependence" relationship,lack of continuity in collaborative action,limited areas of collaborative cooperation and poor communication and coordination.Second,there are problems in the process of cooperative between the two sides because of the weak awareness of cooperative governance,the imperfect relevant system,the limited capacity of social rescue organizations and the imperfect cooperative operation mechanism.Third,China can promote the construction of cooperative governance system by establishing the concept of cooperative governance,optimizing the institutional environment of cooperative governance,strengthening the capacity building of social rescue organizations and improving the operating mechanism of cooperative governance,so as to improve the level of public crisis management and better cope with the challenges brought by the risk society.
