From "Fragmentation" To "Holistic Governance"

Guangxi is famous for its beautiful and unique karst landforms.These landforms have nurtured rich eco-tourism resources,and the“unspoiled and beautiful ecological environment”has become the gold brand of Guangxi.However,karst areas are prone to problems such as serious soil erosion and ecological fragility,which in turn leads to rocky desertification and hinders the construction of beautiful Guangxi.Promoting the management of rocky desertification,restoring degraded land,enhancing the regional natural landscape,and building a harmonious coexistence between man and nature are the urgency to protect“lucid waters and lush mountains”,build beautiful Guangxi,create“three major ecology”,and achieve the goal of“two built”need.In the management of rocky desertification in Guangxi,there are problems such as the fragmentation of governance subjects,the fragmentation of government values and guidance,the fragmentation of governance tools,and the fragmentation of technical means,which have led to inadequate governance effectiveness.Based on this,how to improve the fragmentation dilemma of rocky desertification control in Guangxi,integrate multiple governance subjects,unify governance concepts,coordinate multiple governance tools,and build an information sharing platform have become the core points of this research.At present,the domestic research on rocky desertification in China mainly focuses on the characteristics,formation mechanism,influencing factors or technical means,and few scholars study the management of rock desertification from the perspective of public management.Against this background,this paper summarizes the practice of rocky desertification management in Guangxi over the years by quoting the viewpoint of holistic governance,and makes a systematic research on the management of rock desertification in Guangxi from the perspective of governance subjects,governance concepts,governance tools and the application of information technology.This paper mainly adopts the literature research method and work practice method to analyze the specific practice of rock desertification management in Guangxi,summarizes the effectiveness of Guangxi rock desertification management achievements,and summarizes the fragmentation dilemma existing in rock desertification management in Guangxi,including the main body of governance Non-synergy,conflict of values,inadequate integration of governance tools,failure to exert synergy,and weak information technology foundation and other fragmentation issues.The root cause of these problems lies in the influence of government organizational structure,the shackles of traditional values,the incomplete governance mechanism and the poor information sharing channels.Therefore,the management of rocky desertification in Guangxi should refer to the paradigm of holistic governance,integrate and coordinate the governance subjects,governance concepts,governance tools and information technology to achieve the goal of holistic governance.
