Teachers in the new era carry higher demands and expectations from the country and the people.China’s Education Modernization 2035 emphasizes that establishing an excellent team of teachers with good professional ethics and scientific research capabilities will become an important force in promoting education development.The various policies issued by the country increasingly emphasize the construction of teacher ethics in the teaching staff,and it is not difficult to see that the requirements for the construction of the teacher team are constantly increasing.Since April 2019,the Ministry of Education has successively released eleven batches of 79 typical cases of violating the Ten Standards of Professional Conduct for Teachers.Although the exposure and disciplinary measures clearly express the CPC and the country’s efforts to impose high pressure punishment and "zero tolerance" on teachers’ serious misconduct,incidents of misconduct still occur from time to time.Compared to using educational administrative management methods to constrain and punish teacher ethics,it is more necessary to find new perspectives and measures to prevent and control teacher ethics misconduct.Although there have been many studies on incentive mechanisms in the management of primary and secondary school teachers in recent years,there are few research results exploring the impact of incentive mechanisms on teacher ethics,especially on negative behaviors such as misconduct.This article mainly analyzes the impact of teachers’ ethics incentives on teachers’ ethics misconduct in primary and secondary schools,and explores collaborative governance strategies to prevent teachers’ ethics misconduct by improving the teachers’ ethics incentive mechanism.This article uses the methods of case study,questionnaire survey,and statistical analysis to empirically study the impact of teachers ’ ethics incentives on teachers ’ ethics misconduct in primary and secondary schools.The survey questionnaire is the "Questionnaire on the Motivation of Primary and Secondary School Teachers’ Professional Ethics",which is composed of a combination of the "Primary and Secondary School Professional Ethics Motivation Scale" and the "Teacher Ethics Anomalous Behavior Scale".Using SPSS 24.0 data analysis software to analyze 504 valid questionnaires of primary and secondary school teachers,the results showed that the perceived teachers ’ ethics incentives of the Chinese primary and secondary school teacher group were generally benign.There are significant differences in some dimensions of teachers ’ ethics incentives between urban and rural schools.The satisfaction of teachers with ethical incentives is influenced by personal factors such as gender,age,position,school location,teaching period,etc.Personal factors of teachers such as gender,age,teaching experience,education level,professional title,school location and teaching period have an impact on teacher ethics misconduct.There is a correlation between multiple dimensions of teacher ethics motivation and teacher ethics misconduct,with some dimensions showing significant correlation.The material incentives,organizational environment incentives,spiritual incentives,and career development incentives in teacher ethics incentives have a significant positive impact on professional misconduct in teacher ethics misconduct behavior.Organizational atmosphere,goal motivation,and other factors have a significant negative impact on teachers’ error free behavior.Based on the data results and discussions,this article proposes strategies for improving teachers’ ethics incentives and collaborative governance of teachers’ ethics misconduct from the dimensions of society,teachers,government departments,schools,students and parents.
