With the rapid development of the Chinese economy,a large number of rural laborers have been transferring to cities,leading to a special group deserving of attention:left-behind children.The state has introduced numerous policies relating to care services for these children,which require the government to collaborate with social organizations and other multi-subject forces.As a result,more and more social organizations are providing support to left-behind children and helping to create a better environment for their growth.Offering flexible responses and comprehensive assistance,grassroots nonprofit organizations have demonstrated strong vitality.However,they are free from the reach of many policies and regulations,and therefore face multiple governance dilemmas.Therefore,the study of governance challenges and solutions faced by grassroots nonprofit organizations involved in left-behind children’s care is crucial to the effective implementation of such services and the improvement of rural governance structures.This research paper examines the Zhuji Township Rural Library in Xiangyang City,a grassroots non-profit organization,through multiple sampling methods including questionnaire surveys and interviews.This library is the sole non-profit organization in the area that caters to left-behind children,and has been instrumental in enhancing their welfare and environmental conditions during its six years of existence.The library’s establishment and growth are attributed to the collaborative efforts of various stakeholders.The impractical governance structure has resulted in several challenges concerning the involvement of libraries in providing care services for left-behind children.These include varying cooperation levels among multiple parties,obstacles in government and social organization collaboration and interaction,lack of norms in multiparty collaborative governance,and the challenge of sustaining cooperation due to a single fundraising channel.To shed light on and advance the practice of participation by rural libraries in the governance of care services for left-behind children,this research paper employs the theory of cooperative governance.This theory provides an analytical framework of "demand-model-rule-mechanism," which explains the emotional basis,interaction mode,common contract,and consensus process of the cooperation between non-profit organizations,grassroots governments,other non-profit organizations,school departments,and volunteer groups.Through the application of cooperative governance theory,this paper analyzes the causes of the problems that grassroots non-profit organizations face,and recommends corresponding countermeasures and suggestions.The main reasons include: the needs of multiple subjects are different,and it is difficult to form a joint force;the governance model hovers between governance and demand,and there are obstacles to cooperation and interaction;governance rules are not established,and cooperation and mutual trust are difficult to achieve;governance mechanisms are not established,and cooperation processes are difficult to implement.In view of the above reasons,it is recommended to stimulate the needs of multiple subjects,build a new governance model,establish standardized governance rules,and build a sound governance mechanism.This case analysis and reflection provide an effective means of promoting the sustainable development of grassroots non-profit organizations,of presenting effective experience for the balanced development of urban and rural education,and of outlining an effective plan for the modernization of grass-roots cooperative governance systems and governance capacity.
