| Since entering the digital age,the innovation and change of ICT technology have continuously driven the optimization of urban development philosophy.Economic benefit is no longer the only indicator to measure the strength of cities.The concept of innovation smart city,which is oriented by the needs of citizens,has become an indicator of urban development at home and abroad.Effective citizen participation and interest expression can make public services more in line with the needs of the public,which is considered to be an effective way to reduce the cost of urban management.Digital information technology has promoted the development of scientific and technological innovation and provided more extensive and efficient channels for citizen participation.However,the difference in access and use ability of different groups has catalyzed the emergence of the digital divide.Through digital poverty alleviation for informationdisadvantaged groups,digital inclusion can alleviate digital exclusion,expand channels for citizen participation,protect citizens’ participation rights,and promote the improvement of citizens participation ability and awareness,so as to ensure that all citizens can share the achievement of digital economy development.This thesis mainly develops along the following research ideas.Firstly,based on the literature review and theoretical analysis,this thesis analyzes the direct mechanism of the impact of digital inclusion on citizen participation in new smart cities from three aspects of digital infrastructure,digital application resources and digital inclusion environment,and further analyzs the mediating mechanism based on citizen participation theory,stakeholder theory and dynamic capability theory.Secondly,this thesis constructs the measure index of digital inclusion,including three dimensions of digital infrastructure supply,digital application resource allocation and digital inclusion service environment empowerment,and uses the entropy method to measure the degree of urban digital inclusion.Finally,based on the data of 292 prefecty-level cities,this thesis empirically test the influence mechanism and spatial heterogeneity of digital inclusion on citizen participation in the innovation smart city,analyzes the indirect influence of digital inclusion on citizen participation in the new smart city by introducing the intermediary variable of digital dynamic capability,and tests the robustness of the results by using instrumental variable method,replacing variable,lagging data together and reducing sample size.The empirical results show that digital inclusion can promote citizen participation in innovation smart cities through digital infrastructure,digital application resources and digital environment.The results of mediation mechanism analysis show that digital inclusion can promote citizen participation through the improvement of digital dynamic capabilities of stakeholder networks.The results of heterogeneity analysis show that there was regional and urban and rural heterogeneity in the impact effect of digital inclusion on citizen participation.Due to the differences in resource endowments,the positive impact of digital inclusion on citizen participation in the eastern region show stronger effect than that in the central and western regions,and the promotion effect of urban citizen participation show stronger effect than that of rural regions,reflecting the long-term imbalance in digital inclusive development and citizen participation in different regions. |
