Building A Demonstration: Township Governments Promote Rural Revitalization Behavioral Logic Research

General Secretary Xi Jinping pointed out: We must insist on solving the "three rural" issues as the top priority of the work of the whole party,and mobilize the power of the whole party and society to promote rural revitalization.The report of the 20 th National Congress of the Communist Party of China once again emphasized the importance of grassroots governance innovation.The rural revitalization strategy is the focus of rural development in the new era,and governance through demonstration is a governance tool to effectively promote the rural revitalization strategy.In 2022,the No.1Central Document "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Key Work of Rural Revitalization in 2022"pointed out that it is necessary to "grasp the points and take the whole area to promote rural revitalization in an all-round way.Carry out the rural revitalization of ’hundreds of counties,thousands of towns and thousands of villages’ " Demonstration creation,adopt the method of establishment first and then identification,and create a group of rural revitalization demonstration counties,demonstration towns,and demonstration villages in different levels."In 2023,the No.1 Central Document once again proposed that"solidly carry out the establishment of demonstration villages for rural revitalization".However,in the strategic practice of rural revitalization,some grassroots governments have experienced unhealthy phenomena such as piling up resources for political achievements and "building bonsai".Township governments,as the executors of national policies,play a decisive role in the development of townships.The focus of the paper is to analyze how township governments promote rural revitalization in the form of demonstrations,and to study how township governments can promote effective rural governance in the process of promoting rural revitalization.This study selects Huangtugang Town as the research site through literature research,survey interviews and other methods.Taking Huangtugang Town as the main line to build a "rural revitalization demonstration village",on the basis of empirical evidence,the township government investigates the operation form and behavior of the demonstration,and analyzes the motivation,method and demonstration effect of the demonstration,so as to explore the township The logic of the government’s behavior and operation in the process of promoting rural revitalization.Creating demonstrations contains the goal logic and intention of national development governance in grassroots governance.Township governments follow a set of their own operating rules and behavioral logics in policy operations through demonstrations.The study found that,first,building a resource-sharing community based on the connection of interests is a key factor for township governments to promote rural revitalization.Through the demonstration governance model,a shared resource network has been established.The township government fully mobilizes resources at the village level,and then uses the connection of interests as an inducing factor to promote the self-development of the rural society,promote mutual learning and mutual help among the same type of villages,and make the rural revitalization more accurate and effective.Second,multi-dimensional political incentives are the key factor for township governments to build a multi-governance community.The township government uses multi-dimensional political incentives to exercise soft social control over the demonstration villages,which can effectively balance and coordinate rigid policies and the space for rural autonomy.Third,the development community based on the recognition of authority is an important goal of creating demonstrations.The township government promotes the formation of mainstream values through the demonstration effect,promotes the realization of the township development community,and is more conducive to the promotion of policies and the realization of governance behavior.In this way,the township government can better promote the strategic process of rural revitalization and implement effective governance of rural society...
