| In 2020,the Central Document No.1 "Opinions of the State Council of the Communist Party of China on Doing a Good Job in the Field of Agriculture,Farmers,and Rural Areas" to ensure a comprehensive well-off life on schedule again focuses on "three rural" issues.Rural construction,especially the construction of new rural areas,plays a role in solving the "three rural" issues,and is also one of the important contents of implementing the strategy of rural revitalization.To this end,all parts of the country have carried out long-term and various forms of exploration.Guangdong,at the forefront of reform and development,has been actively promoting the construction of new countryside.Just before the rural revitalization strategy was proposed,from 2014 to 2017,Guangdong carried out the construction of a provincial-level new rural demonstration film in 14 prefecture-level cities across the province.As one of the demonstration films in Boluo County,Huizhou City,through three years of hard work,the demonstration films have achieved good results in production,life,rural style,village appearance,management and other aspects.Even Boluo County’s social and economic development has played a positive role.The successful experience of the new rural construction in this area is promoted as a typical example,and attracts other to learn from it.However,the major deployment of the rural revitalization strategy has opened a new chapter in the work of "three rural issues".The construction plan of the Guangdong-Hong Kong-Macao Greater Bay Area has put forward higher and newer requirements.Some problems have emerged in the sustainable development of high-level new rural demonstration films.The outstanding performance is that the promotion and integration of the primary,secondary and tertiary industries are not enough,the training and introduction of talents is not enough,and the maintenance is difficult.The reasons are planning,layout,industry,management Development factors such as human resources and talents are lacking,highlighting the disadvantages of insufficient comprehensive planning,long-term goals,and insufficient foundation in the construction of the demonstration film.To this end,while summarizing the successful experience of learning the demonstration film,we must clearly recognize the common and individual problems,and find out the source of the problem,find and promote the demonstration film to promote the rural revitalization of the entire Boluo County Strategy,the way to embark on the path of sustainable development,find the "dry goods" that have been gathered in their own reality and have learned from the experience and lessons of the case,avoid the"thousands of villages",blindly follow the trend,and truly achieve rural revitalization.This article takes the construction of a provincial-level new rural demonstration film in Boluo County as an example,compares the requirements of the socialist new countryside and rural revitalization strategy to rural construction,and addresses the problems faced by the sustainable development after the completion of the demonstration film and the correct view of its demonstration effects Research,and then conduct a comprehensive analysis of the development status of the demonstration film and other data to find out the problems that affect the sustainable development of the demonstration film and its demonstration effect.And draw on the experience of rural construction in Korea,France,Zhejiang,Jiangxi and other countries,and put forward corresponding suggestions and countermeasures. |
