Research On The Repositioning Of Community Functions In The Post-epidemic Era

Those who want to build a room,first treat its foundation.Community governance,located at the end and foundation of China ’s modern urban administration system,is the most extensive and profound rock supporting the whole national governance system.Under the reform background of the modernization of national governance capacity and the post-epidemic era,the transformation of community function orientation is facing severe challenges.This paper focuses on the macro background of the transformation of the functions and positioning of community neighborhood committees brought about by the post-epidemic era,and puts forward the core question : how to reposition the functions of community neighborhood committees? What direction will the functions of community neighborhood committees change ?This paper uses public crisis management theory,new public service theory and social governance theory as the theoretical basis.By combing the process of community function transformation in Hubei Province in the post-epidemic era,this paper constructs a logical framework to analyze the current situation,ask questions and solve problems.This paper selects the communities in Hubei Province as the research object,focuses on the functional positioning of community neighborhood committees in the context of the post-epidemic era,and strives to conduct in-depth analysis of the problems of community function dislocation,offside and absence that are common in the governance practice of community neighborhood committees.At present,the role positioning and community functions of community neighborhood committees show the tendency of " strong government intervention " and " community administration," which exposes the main problems faced by the positioning of community functions in Hubei Province,including : too many functions of community neighborhood committees,unclear responsibility of community governance subjects,too strong administrative color of neighborhood committees,insufficient autonomy of neighborhood committees,and poor operation of community social resources.The main reasons behind it are : the institutional setting of community governance is not smooth,the governance role of grassroots governments is biased,the boundaries of community functions are slightly blurred,the community talent team is not yet perfect,and the use of community funds is not smooth.The return of community functions needs to rely on reshaping the relationship between grassroots governments,streets and community neighborhood committees.It should start from the following five aspects : First,clarify the boundaries of community functions and clarify the rights and responsibilities and division of labor;second,strengthen the construction of community democracy and coordinate the joint efforts of multiple subjects;third,strengthen the construction of community talent team,improve residents ’ satisfaction with community functions;fourth,reshape the positioning of community governance subjects,and clarify the governance roles of street offices and community neighborhood committees;fifth,promote the efficient use of community resources and promote the high-quality development of community services.
