| Government performance management is an important topic of public management research and an important strategy of government reform.The 19 th National Congress of the Communist Party of China pointed out that performance management should be fully implemented,indicating that promoting government performance management is the strategic deployment of the Party Central Committee and the State Council,and it is also the development trend of government management.Through the analysis of the existing literature,the theoretical achievements of government performance management are abundant.However,there is still a lack of systematic and practical exploration in the study of its optimization countermeasures.The Party School of Y Municipal Party Committee is a public institution managed with reference to the Civil Service Law.Its performance management working mechanism is basically consistent with the implementation of other government departments,which is a true portrayal of the performance management of Y Municipal Government.The practical problems it has encountered are representative to a certain extent,and the research on optimization countermeasures can also be applied to government performance management.Therefore,this paper takes the performance management of Party School of Y City Municipal Committee as a case study.Firstly,it introduces the research background and significance,domestic and foreign research reviews and research innovations.Based on the theory of government performance management and OKR theory,it clarifies the process of government performance management and OKR optimization steps,which is the theoretical basis and logical framework of this paper.Secondly,through questionnaires,interviews and other methods,the paper analyzed five problems existing in the performance management of the Party School of the Y Municipal Party Committee in the whole process,such as unclear cognition of performance management concept,unfocused setting of performance objectives,formalization of performance management process control,weak objectivity of performance evaluation indicators and insufficient application of performance results,and proposed the improvement direction of introducing OKR.Based on OKR,the paper optimizes the performance management of the Party School of Y Municipal Party Committee and defines the optimization principle and implementation path.Through the process of determining key objectives,formulating key results,promoting implementation,tracking implementation,evaluation and application of results,and then perfecting system,regular training and introducing information technology and other safeguard measures,the expected effect of improving organizational performance and solving existing problems in performance management can be achieved.Finally,the research conclusions and prospects are drawn.Although the objective and Key results method(OKR)has appeared for more than 50 years,the research and application of OKR in government performance management has been widely implemented in recent years,and it has been highly praised for its openness and transparency,strong traceability,combination of top-down and bottom-up and other characteristics,and has achieved good results in performance management practice.However,there are few practical researches on the OKR performance management of the party school of the municipal party committee.Therefore,it is an innovation of research perspective and content to study the optimization countermeasures of performance management of Party school departments based on OKR.This study not only improves and enriches the theory of government performance management,but also effectively solves the existing problems of performance management of the party school of the Y municipal party committee,and provides experience for other municipal party schools and government departments to establish a more scientific and effective performance management system in the new era,which has important theoretical and practical significance. |
