Government performance management is a new government management mode,which is based on the theory,method and practice of enterprise performance management and combined with the specific practice of the government to carry out public management and provide public services.As a local administrator,the municipal government of our country directly faces the masses of people and directly provides public goods and services for the local society and the public.The full implementation of performance management by local governments in China is not only the requirement of deepening reform in the new situation and new era,but also the inevitable requirement of the transformation of major social contradictions and the transformation of government functions.Starting from the performance management of local governments in China,this paper selects Suzhou as the research object,analyzes the overall situation,basic procedures and main practices of the performance management of the units directly under the city of Suzhou,and analyzes and draws lessons from the performance management practices of domestic and foreign governments by means of literature research,case study and questionnaire survey,and finds out the performance of the units directly under the city of Suzhou Problems in effective management,such as lack of perfect preconditions,unscientific setting of performance management indicators,lack of supervision in the process of performance management,lack of participation of external personnel,and inadequate application of performance results,etc.,are analyzed in depth.On this basis,preconditions for improving government performance management are put forward,and evaluation indexes for government performance management of municipal units are formulated scientifically Some suggestions are put forward,such as: to promote the whole process of performance management open,to optimize the evaluation system of government performance management,to comprehensively and deeply use the results of performance evaluation and so on,so as to provide a reference for the local government to fully implement performance management in China.
