Research On Strategies For Building Grassroots Volunteer Police Teams In Humen Town Under The Background Of "Stranger Society"

Dongguan,as a typical "stranger society",has a small proportion of local registered residence population and a large proportion of migrant population.The coordination of neighborhood relations,handling of social conflicts,and our party’s policy propaganda are all facing many tests and challenges.In this context,the Humen Branch of Dongguan Public Security Bureau conscientiously followed the work deployment of the Dongguan Public Security Bureau and the Humen Town Party Committee and Government,and focused on the goal of "fewer cases,good order,social stability,and public satisfaction".Following the work mode of "building,operating,and improving",with the "two leaders and two members" as the main line,it extensively mobilized various social forces to form a volunteer police team in Humen Town,achieving a good start and initial results.This article takes the construction of the volunteer police team in Humen Town,Dongguan City as an example.Through a combination of theoretical research and visiting investigations,a thorough investigation is conducted into the current situation of volunteer police team construction in Humen Town,Dongguan City.The shortcomings and their reasons are analyzed,and it is found that there are still some problems in the current construction of volunteer police team in Humen Town,Dongguan City.The balance,characteristics,and sustainability of volunteer police team construction are still insufficient,and there is still a gap from normalization,institutionalization,and standardization.There are also problems such as extensive management methods,relatively weak abilities and qualities,insufficient optimization of personnel structure,and a decrease in work enthusiasm.Ultimately,these issues are mostly related to the design of internal systems,government systems,and the public itself.Firstly,there is a high level of administrative intervention in organizational management.With the convenience provided by public security organs,volunteer police services exhibit administrative characteristics,leading to the formalization of volunteer police activities.Secondly,there is a lack of training and cultivation system,and there are still problems in the training work of volunteer police,such as weak professionalism,pertinence,guarantee,and effectiveness,which are the main reasons for the relatively weak professional quality of the volunteer police team.The third reason is that the public recognition and participation of the volunteer police team are low,and some people have misconceptions about the volunteer police work.The power of social forces to participate in public security is weak,and the effectiveness of volunteer police propaganda work is low.The volunteer police have not fully received social recognition,resulting in insufficient social support for volunteer police organizations.Fourthly,there is a lack of incentive and guarantee mechanisms.The current incentive and guarantee methods cannot meet the needs of the volunteer police team,and there are some shortcomings.Finally,based on the theory of voluntary service,Community Governance,new public service,and other research methods,such as case analysis,literature research,interviews and surveys,and drawing on the advanced experience of other provinces and cities in the construction of the volunteer police team,combined with the actual situation of the construction of the volunteer police team in Humen Town,the paper proposes countermeasures to improve the construction of the volunteer police team in Humen Town: first,improve the organizational leadership mechanism,improve the scientific management system.Secondly,improve the training and cultivation mechanism to comprehensively enhance comprehensive quality.The third is to improve the publicity and admission mechanism,and focus on optimizing the composition structure.The fourth is to improve the service guarantee mechanism and create an environment that binds people to stay.The fifth is to improve the service operation mechanism and promote efficient and standardized operation.I hope this study can provide some reference for the construction of the volunteer police team in Humen Town,Dongguan City.
