Research On The Construction Of Beautiful Countryside In Jingshan City From The Perspective Of Community Building

As China’s construction direction shifts from urban to rural areas,the construction of beautiful countryside has not only become the focus of the government,but also become one of the hot issues in academic research.The Action Plan for Rural Construction issued by the General Offices of the CPC Central Committee and The State Council in May 2022 clearly puts forward the important goals of rural construction in our country: By 2025,substantial progress will be made in rural development,the living environment in rural areas will continue to improve,public infrastructure in rural areas will make positive progress in extending coverage to villages and households,basic public services in rural areas will steadily improve,spiritual civilization in rural areas will be significantly strengthened,and rural residents will have a greater sense of gain,happiness and security.Under this background,China’s rural develop beautiful rural construction on a large scale,under the pressure of various levels of government examination,the construction speed is accelerating,construction quantity is increasing.But we should realize that the beautiful rural construction is a long-term complex project,cannot be achieved overnight,in order to let the construction of beautiful rural effectively change the rural situation,let beautiful rural continue beautiful,we urgently need to solve the problem of the construction effectiveness and sustainable development of beautiful rural.This paper takes the beautiful countryside of Jingshan City as the research object.From the perspective of community building,it adopts the interview method,questionnaire method,statistical analysis method and case analysis method to carry out research.It expounds the present situation and characteristics of the construction of beautiful countryside in Jingshan City,investigates and analyzes the current construction effect from both objective and subjective aspects.From the five aspects "people,culture,land,property and landscape" to sum up the problems existing in the construction of beautiful countryside:First,the government moves,but the villagers do not;Second,the rural traditional culture gradually disappeared;Third,the pressure of performance evaluation gives rise to official planning;Fourth,Lack of actual pillar industry,revenue capacity is insufficient;Fifth,the initial lively,but follow-up development is difficult to maintain.The deep reasons are as follows: first,the villagers’ main role is limited;Second,the lack of protection of rural traditional culture;Third,the assessment mechanism is not perfect,the planning is not scientific;Fourth,insufficient participation of social capital and weak endogenous impetus;Fifth,emphasis on construction and light on management,also long-term maintenance mechanism has not been established.In view of the existing problems and deep causes,the following optimization strategies are proposed from the perspective of community building : first,cultivate villager subjects;Second,rebuild rural culture;Third,improve the assessment mechanism and implement scientific planning;Fourth,establish actual industry and activate internal forces;Fifth,balance input and establish long-term maintenance mechanism.This paper applies the theories and knowledge of public management to study the construction of beautiful countryside from the perspective of community building,and makes innovations in the research perspective.The research conclusions are helpful to solve the practical problems existing in the construction and improve the effectiveness of beautiful countryside construction.
