| The approaching of the deep aging society makes the supply level of long-term care services become a concern of the whole society.Data from the seventh census show that the elderly population over 60 years old in Wuhan accounts for 17.23% of the total population,and the aging situation is not optimistic.Population aging increases the number of disabled elderly people year by year,and the demand for nursing services is rising.At present,Wuhan city is making full efforts to implement the "Internet + home care" model.Some communities have basically had the ability to provide long-term care services,but the supply level is different.This paper takes the rating score of Wuhan Community Elderly Care Service Center as the clue,and selects four communities such as QL,HJ,TH and BA as cases to explore the causes behind the differentiation of long-term care service supply levels in different communities from the perspective of community attention allocation.The study found that the level of long-term care service supply is influenced by the allocation of community attention.Specifically,if the community pays attention to the field of long-term care services and to the life of the disabled elderly,the supply level of long-term care services will be higher.On this basis,it is further extended that factors such as resource endowment,the attention of higher government,the demand for long-term care services and so on affect the acquisition of community attention of long-term care services,and then affect the level of service supply.To community focus on long-term care services to improve the service supply level of the field: first,community aging problem,disability the old man,and nursing service demand,the community form strong external pressure,response to nursing service demand has obvious social benefits,at the same time,the community did not face other problems need to deal with it.Second,community resources endowment related to long-term care services,can achieve better combination,embodied in have have recognized for the old service brand,community pension service facilities,volunteer service,especially silver volunteer organization strength,etc.,this means that focus on community long-term care service cost is low.Finally,the higher level government attaches great importance to the community pension service,pays attention to the living conditions of the disabled elderly,and does a good job in the supply of long-term care service related work has obvious political benefits.At the same time,with the above three points,the supply of long-term care services is easy to obtain higher benefits at a lower cost.When the benefits outweigh the costs,the community is more likely to focus on the community long-term care services,thus improving the level of service supply.Based on this,in order to further improve the supply level of community long-term care service in Wuhan,we can start from the following aspects: first,the superior government pays attention to the community,and guides the community to take responsibility and act actively;second,it should strengthen research,clarify the demand of community long-term care service,provide targeted professional services,and avoid the mismatch between supply and demand;third,it should integrate community nursing service resources,reduce the cost of service supply,form the umbrella delivery structure of professional institutions to community and family,and realize the "seamless delivery" of service.At the same time,the community resources are excavated,the coordinator of community nursing resource integration is set up,and the construction of local service team is strengthened to reduce the labor cost of nursing team and ensure the sustainability of the system. |
