Practical Research On The Points System Participating In Grass-Roots Governance

Effective governance is one of the overall requirements for implementing the rural revitalization strategy,and it is also a basic prerequisite for promoting the modernization of the rural governance system and governance capacity.Whether rural governance is effective is not only related to the prosperity and stable development of rural society,but also profoundly affects the overall level of national governance.Therefore,it is necessary to continuously explore rural governance systems and methods in practice that respond to changes in rural social structure and meet the new development needs of the new era.Based on this,the Central Committee of the Communist Party of China and the State Council have issued the "Opinions on Strengthening the Modernization of Grassroots Governance Systems and Governance Capabilities",encouraging local governments to actively explore and practice effective governance models in accordance with local conditions,thereby providing exemplary,leading,and innovative governance experiences to other regions in the process of accelerating the modernization of national governance systems and governance capabilities.The application of the point system in rural governance is a rural governance model created spontaneously in rural areas,mainly aimed at the low enthusiasm of farmers in the process of rural governance.The Central Agricultural Office once gave high praise to the practice of the point system in rural governance at the conference on the implementation of the point system.The "Notice of the Ministry of Agriculture and Rural Affairs of the Central Rural Work Leading Group Office on Promoting the Application of the Point System in Rural Governance" issued in July 2020 pointed out that various localities are actively exploring and innovating new ways of rural governance,and in the process of applying and promoting the point system,they have promoted the resolution of many rural "key small issues",and have achieved satisfactory and good results.This article takes D Village,F County,Shanxi Province,as the main research area,and takes the practice of the point system in D Village as the research object.It uses field research methods,literature analysis methods,and interview methods to study the point system in D Village.By using participatory theory and incentive theory,it explores how the point system in D Village operates and plays a role in D Village governance,thereby providing reference practices for grassroots innovative governance methods.The research found that the practice of using the point system to assist rural governance in Village D is to implement the management method of the point system for party members,give play to the exemplary role of party members to promote villagers’ participation,and implement the selection of "star civilized households".Such two sets of parallel point systems are unified and take Fuzhi Post Station as the carrier.In the governance practice of D Village,this point system model has played an important role in highlighting the leading role of party building,stimulating the main motivation of farmers,promoting multi agent collaborative governance,and achieving "collaborative governance" of three governance.Of course,in the practice of grassroots governance,the credit system still needs to be further explored in combination with local actual conditions,constantly integrating and developing excellent traditional local culture with the credit system,improving the enthusiasm and initiative of grassroots people to participate in rural governance,ensuring that the credit system operates steadily and plays a lasting and positive role in rural governance.
