| Government response contains the basic ideas and values of democratic politics,and the research on government response behavior is an important theoretical and practical issue.The author’s research on the 12345 government affairs hotline in H Street,City C,found that the digital governance technology of the government affairs hotline is not“monolithic” to promote effective responses.Why do the same responding subject face the same assessment system and use the same hotline system,but there are differences in responses to citizens’ demands? This paper summarizes the existing research on the12345 citizen hotline,government responsibility and pressure,and government response influencing factors,and believes that top-down administrative responsibility pressure and bottom-up social responsibility pressure have affected grassroots government response behavior.This paper mainly adopts the research methods of participatory field observation,comparative research,case study and behaviorist political science.Taking advantage of the summer internship opportunity in the H sub-district office,I obtained first-hand materials such as hotline work orders,replies,policy texts,and informal interviews,and conducted comparative case studies.The research found that: In the case of villagers in Fengcun appealing for the membership of collective economic organizations,the lack of social responsibility pressure and weak administrative responsibility pressure were not enough to drive H Street to pay attention to the response.In the case of the park community,although the owners organized and supported social pressure to pass on,the H Street aimed at completing the pilot task and faced low pressure of administrative responsibility,and responded to the owners’ appeals in the form of repeated words..In the case of the residents of the dormitory of the table tennis factory appealing for the renovation of dilapidated houses,individual residents appealed to the superior department,which created a high administrative responsibility pressure on H Street.H Street promises to settle.In the case of Yiqing Primary School,the parents’ demands for traffic improvement not only carried strong social pressure,but also caused H Street to face high administrative pressure,which was addressed and resolved with practical measures.The research shows that in the practice of responding to the 12345 citizen hotline in H Street,the bottom-up pressure of social responsibility and the pressure of top-down administrative responsibility are simultaneously driven to produce an effective response.Single responsibility pressure is easily absorbed and diluted by responding subjects,while vertical social responsibility pressure and administrative responsibility pressure can form a joint force and be nested with each other,creating a seamless pressure space and prompting responding subjects to form a strong willingness to respond.The different degrees of combination of the two shapes four types of responses: unwillingness response,empty transition response,commitment response,and practical response.The model of response driven by vertical responsibility pressure provides reference for grassroots response practice.First,it is necessary to cultivate the sense of responsibility of grassroots government officials,innovate the transmission mechanism of administrative pressure,and avoid response dilemmas such as disorderly competition and passive resistance caused by long-term pressure.Second,we must explore digital technology,unblock the channels for expressing appeals,and cultivate active citizens who participate in an orderly manner and express rationally.Third,we must straighten out the two-way subjects and mechanisms in the vertical responsibility pressure,and form a coordinated vertical pressure transmission system. |
