Study On The Modernization Of Village Rules And People’s Conventions Led By Party Building

Village rules and regulations are an important means to standardize rural social governance and realize rural revitalization.The Opinions of the CPC Central Committee and The State Council on Comprehensively Promoting the Key Work of Rural Revitalization in 2023 clearly proposes to strengthen the construction of spiritual civilization in rural areas,encourage local governments to formulate norms for changing customs and customs in light of local conditions,strengthen the binding role of village rules and regulations,and realize the modernization of village rules and regulations.For the modernization of village rules and regulations,previous studies were mostly conducted from the macro level of political science and management,but from the micro level of anthropology.Village rules and people’s conventions are greatly influenced by local knowledge.Studies from the macro level often ignore the influence of micro level local knowledge on them.If we do not understand the underlying reasons,the measures proposed by talking about the reasons lack pertinence.The leadership of the Party is the greatest advantage of the Chinese style of rural governance,and promoting the modernization of village rules and regulations is an inevitable requirement for strengthening and improving rural governance.Therefore,this study intends to explore the dilemma of modernization of village rules and regulations from the perspective of local knowledge,and put forward the path of modernization of village rules and regulations from the perspective of local knowledge reform led by Party construction.Local knowledge,first proposed by the interpretive anthropologist Giltz,refers to the structure of meaning made up of symbols,whose function is to guide the lives of individuals and groups of individuals within a specific range.This meaning structure includes art,faith,special ritual,totem,legal consciousness and many other symbols.This concept mainly emphasizes the importance of "other culture",should pay attention to "other culture",pay attention to the "local situation" of culture.Using this concept,this paper is to explain the theory and methods of anthropology,dialysis the characteristics of rural local knowledge of our country and its function and influence in the development of village villagers Rule Book,and explore the way of modernization of village villagers Rule Book.In general,local knowledge mainly has the characteristics of "religiosity","ethnic character" and "stability".After analyzing a lot of data,it is found that these characteristics of local knowledge have both positive and negative effects on village rules and conventions.On the one hand,local knowledge plays a positive role in the formulation and operation of village rules and regulations.One is to provide a direct source of content for the formulation of village rules and conventions.In local knowledge,ecological protection knowledge,family rules and other disciplines can provide direct content sources for the village rules and regulations.The second is to provide value and ethical support for the operation of village rules and people’s agreement.In local knowledge,"ecological protection concept","harmonious coexistence concept","good deeds to evil concept" and other ethical concepts in line with the development of modern society provide value recognition for the implementation of village rules and conventions.The third is to provide conditions for the implementation of village regulations.The unique social organization(i.e.local knowledge at the institutional level)formed by ethnic groups in the long practice of production and life can play an important role in the guarantee of rural governance,including the operation of village rules and conventions.On the other hand,the negative factors existing in local knowledge have a negative impact on the formulation,content and implementation of village rules and conventions.The first is to cause the village rules and regulations of the formulation of procedures anomie.Clan ethics cause the obligation standard and authority dependency of villagers personality,and then lead to the absence of the main body of the village rules and conventions.The existence of elite governance also leads to the abnormal procedure of making village rules and regulations.Second,the content of the village rules and conventions is unreasonable and illegal.The continuation of some backward ideas in local knowledge,such as folk beliefs,clan culture,old rules and customs,has resulted in the lack of scientific support for the content of village rules and conventions,the maintenance of narrow interests and even conflicts with national laws and regulations.XThird,the implementation process of village rules is unfair.It is the existence of such concepts as "no suit","son preference" and "safeguarding clan interests" in clan ethical culture that also lead to the weak autonomy of villagers and the lack of fairness in the implementation of village rules and conventions.The report to the Party’s 20 th National Congress stressed that "adhering to the clear direction of focusing on the grassroots and promoting rural revitalization through Party building...Promoting Party building to guide grassroots governance ".Under the background of promoting rural revitalization in an all-round way,the multi-governance subjects with rural grass-roots Party organizations as the core must enhance the scientific understanding of the necessity of the Party building leading the modernization of village rules and people’s conventions,and fully realize that the governance ability of rural grass-roots party organizations determines the height of the modernization of village rules and people’s conventions.Only by strengthening the construction of rural grassroots Party organizations through the modernization process of village rules and people’s covens can we ensure that village rules and people’s covens become the crystallization of village collective wisdom;Only by constantly promoting the effective operation of village rules and regulations,can we standardize the governance behavior of multiple subjects and further consolidate the ruling foundation of the Party in rural areas.Based on the above research,from the perspective of local knowledge,the Party building leads the modernization of village rules and people’s conventions,that is,under the guidance of Marxist traditional culture theory,the basic method of "critical inheritance and innovative development" of local knowledge is used to give play to the political leadership,value leadership and organizational leadership role of rural grassroots party organizations.Stimulate the positive role of local knowledge in the village rules and regulations,eliminate the adverse influence of local knowledge on the village rules and regulations.To be specific: first of all,it is necessary to reform the ethnic character of local knowledge and promote the standardization of the procedure of making village rules and conventions.Secondly,the religious nature of local knowledge should be reformed to promote the scientific,fair and legal content of village rules and conventions.Finally,the stability of local knowledge should be reformed to realize the modernization of village rules and regulations.
