Education is the foundation of the nation,and preschool education is the beginning of lifelong learning.Since the State Council proposed the development goal of "basically popularizing preschool education",the financial investment policy for preschool education has been continuously adjusted.At the national level,the direction and objectives of supporting the development of preschool education and increasing financial investment have been clarified.However,as the ultimate executor of preschool education development,grassroots governments urgently need a financial policy theoretical system that conforms to the financial status of grassroots governments and can effectively address the imbalance between supply and demand of preschool education resources.This article intends to analyze the financial investment of grassroots governments in the development of preschool education through a case study of X County,with a view to contributing to the improvement of the theoretical system and institutional practice of grassroots governments’ financial investment in preschool education.Preschool education,as a basic public service product,has long experienced a situation where the supply level cannot keep pace with actual demand.Financial investment is a financial means for government departments to perform their management functions,which can fully reflect the government’s performance in promoting the development of preschool education.Based on the data collection of preschool education investment in X County over the years and the discussion of financial investment in preschool education at the current stage,this article finds that the total amount of financial investment in preschool education has increased year by year in recent years,but the difficulty and cost of entering kindergarten have not been effectively improved.Through analysis,it can be found that the limited financial resources lead to the increase in the supply of preschool education resources not keeping pace with the increase in demand;The delay in financial investment planning leads to a disconnect between the supply and demand of preschool education resources;The increase in financial investment failed to increase the supply of resources for preschool education.The reason for this is that the goal orientation of the grassroots government’s financial investment policies in preschool education is not clear,fund performance management is not in place,and public finance lacks market guidance.Based on the analysis of the problems and causes,this article focuses on optimizing financial policy support,optimizing financial investment options,and establishing an evaluation mechanism,and proposes to enhance the regulatory role of financial policy from the perspective of overall planning of funds and broadening the source of funds,Strengthen the redistribution role of public finance from the perspective of activating resources and improving subsidies,and promote the output efficiency of financial investment from the perspective of performance evaluation and social evaluation,in order to optimize financial investment in the development of preschool education.
