Research On Nimby Conflict Governance From The Perspective Of Public Values

With the rapid improvement of China’s urbanization level and the awakening of public individual consciousness,the public space is more and more crowded,and the boundary between public rights and individual rights is more and more blurred.As a result,there are a number of public governance problems represented by "NIMBY trap".Nowadays,the vigorous development of 5G communication technology makes it possible for intelligent interconnection of everything.The base station is entrusted with the public mission of promoting national informatization and modernization,and the task of base station construction is imminent.However,the construction of base stations often encounters strong resistance from the local people,and even causes mass incidents,leading to the stagnation of infrastructure projects.In this context,how to effectively resolve the "NIMBY" conflict of 5G communication base stations,coordinate the interests of various subjects,and maximize the public value has become an important issue that needs urgent attention in the current society,which is also the research issue of this paper.This paper takes the governance practice of "NIMBY" conflict of 5G base stations in L City as a case,and makes a detailed observation of various phenomena involved in it with the help of the participatory observation method.At the same time,it successively visits the relevant government departments,communication companies,tower companies,and village committees in L City,conducts many interviews,grasps,collects,and records first-hand information,and conducts in-depth,detailed,and solid research on this basis.Through investigation,it is found that compared with other "NIMBY" facilities,the radiation of 5G communication base station does not cause actual harm to the environment and human health,and there is no real negative externality.Its "negative externality" is only the psychological negative externality produced by the public based on their own cognitive bias,which is called "imagined negative externality" in this paper.The public’s cognitive bias and psychological panic about the radiation of the base station are the root causes of the "NIMBY" conflict.Therefore,it is of certain value and significance to change the public’s misconception and concept and fundamentally eliminate the "imagined negative externality" effect of the 5G base station.In view of the fact that Chinese society pays attention to "law" and "emotion",local governments and enterprises actively take measures.On the one hand,the government convinced people with reason,introduced policies,stipulated procedures,made information public,conducted field tests and strengthened supervision.On the other hand,it moved people with emotion,carried out publicity of popular science knowledge,persuaded people,encouraged villagers to participate,and protected villagers’ reasonable rights and interests.The management practice of "NIMBY" conflict of base stations in L city provides us with beneficial thinking and enlightenment to deal with the "NIMBY" crisis of public works.In view of this case,from the perspective of public value management theory,combined with Chinese local culture,this paper constructs the theoretical analysis framework of the "strategic triangle" model and the "growth alliance—community alliance" model,deeply analyzes the transformation process between growth alliance and community alliance from value opposition to value cocreation in the "NIMBY" conflict of base stations,and discusses the effective governance ideas of "NIMBY" conflict of base stations.Practice has proved that promoting the two-way value interaction between "growth alliance" and "community alliance" is the key to effectively resolve the "NIMBY" conflict of base stations.On the basis of comprehensive consideration of the actual needs of various interest subjects,mission management,political management and operation management under the leadership of the government have promoted the coordination and reconstruction of multiple values.The local government has realized the transformation of public value through mission management,the transformation of supporting environment through political management,and the transformation of operational capacity through operational management,ultimately promoting the maximization of political,economic,social,ecological and other public values.The combination of the public value management theory and the "NIMBY" effect of 5G base stations not only provides a new theoretical perspective for the "NIMBY" conflict governance,but also broadens the application scope of the public value theory,providing a valuable and referential governance scheme for the "NIMBY" crisis of public works.
