Research On Local Government Behavior From The Perspective Of Developmental State Theory

Local government should not only implement national policies,but also lead local economic development.Industrial policy is an important tool for local government to intervene in economic development,especially the development of new industries such as digital industry supported by information technology.But in reality,there are many cases of industrial cultivation failure,which shows that local government’s industrial policy is not always effective.Yuhang District relies on the development of digital industry to achieve economic catch-up,vividly referred to as the "Yuhang Phenomenon",the reason behind which is the effective intervention of the government through the implementation of industrial policy.Based on developmental state theory,combining with the existing research foundation,this thesis takes the digital industrial policy of Yuhang district as the starting point to explain the effective intervention of local government in the development of local industry.The study found that the urgent needs of the local economic transition,the shift of the focus of the government at higher levels,and the innovative motivation of local officials driven by political achievements have shaped the strong development will of Yuhang district government,and set the development priority of the digital industry.Based on the premise of the will to develop,the Yuhang regional government focuses on the building of development capacity,and ensures the realization of development goals through technological enabling governance and improving the interaction mechanism between government and enterprises.The formulation and implementation of industrial policy is the embodiment of the government’s development will and capacity.In order to implement the development goals,the Yuhang District government has issued a series of industrial policies to support the development of digital industries.According to the analysis,the rational choice of regional development priority,the timely adjustment of cultivation strategy and the complete policy support system are the important reasons for the digital industry in Yuhang district to grow quickly into a dominant pillar industry and drive the local economy to catch up with the development,and the essence is that the government plays an important role in economic development.It is concluded that in the process of developing digital industry,local governments should play a leading role,attach importance to government capacity-building,guide enterprises to innovate independently,and realize synergy between government and effective market.Practice validates the theory while perfecting it.Many cases show that the theory of developmental government,based on the core characteristics of government involvement in economic development,still has a strong meaning for the postdevelopment countries and regions.Despite critical voices such as "developmentalist"tendencies,these problems can be avoided or solved by the government’s own initiative,as exemplified by the "innovation drive" and the "multiple compound goals’ ’set during the development of the digital industry in Yuhang district.Therefore,adapting to the new era in practice is the driving force of the development of the theory of developmental government,and also makes it more inclusive and vital.
