Research On Government Linkage In Resolving Family Service

Due to the leapfrog development of economy and society,the family structure and interest relationship have been reconstructed,and family conflicts have grown and presented a series of new changes and new situations.Local governments are actively exploring ways to resolve family conflicts.Government linkage services are one of the useful attempts.The innovation of family conflict resolution methods has greatly improved the effectiveness of family conflict resolution.Based on the theory of inter-government relations,this thesis selects the innovation of "home and intelligent connection" in Fuyang District,Zhejiang Province as a case study,and the broad government as the object,and studies the government linkage in the resolution of family conflicts from three dimensions:subject,technology and process."Family and Wisdom Link" is a social governance innovation led by the Political and Legal Committee of Fuyang District of Zhejiang Province and the Women’s Federation,implemented in collaboration with public security,procuratorate,court,civil affairs,education,health and other departments,with the "family" divided by co-living as the standard,with the help of digital intelligence empowerment,mainly through the broad sense of government diversified linkage services,to prevent and resolve family conflicts and disputes,maintain family harmony,and then promote social harmony,and achieved remarkable results.In this study,the vertical level coordination and horizontal departmental cooperation between various levels of the broad government and departments in the operation of "home and intelligent connection" are systematically investigated,data integration and sharing,online and offline linkage,online linkage,and joint research and judgment,collaborative disposal and interactive cooperation at different stages of the family conflict resolution process are systematically investigated.On this basis,three important factors affecting the government-government linkage in the resolution of family conflicts are further analyzed: the local government system,the attention allocation of government departments,and the available governance resources.The government linkage in the innovation of "Home and Smart Connection" innovates the government linkage model,promotes the integration of government public services,and creates a unique generalized government system,showing special value.However,there are also limitations such as the standardization and lack of effectiveness of government linkage.The innovative practice of "home and intelligent connection" shows that the government linkage system and mechanism of family services such as family conflict resolution need to be further explored and innovated,and the broad government theory with Chinese characteristics needs to be explored and constructed urgently.
