In November 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China passed the "Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensively Deepening Reform",which called for the improvement of the national natural resource asset management system and the unified exercise of the responsibilities of owners of all natural resource assets owned by the people.Afterwards,the reform of China’s ecological civilization system continued to advance and deepen,clarifying the relevant concepts and issues mentioned in the reform.Forest resources,as a component of all natural resources owned by the people,are very important for China’s ecological and economic development.One of the key issues worth studying is how to effectively achieve the preservation and appreciation of state-owned forest resources in the reform of the agency mechanism,avoid the absence of owners and the offside of administrative supervision power.Based on previous research results and practical experience,this article conducts corresponding research on how to achieve ownership of state-owned forest resources in China in the context of the reform of the agency mechanism for state-owned natural resources.Determining the national ownership of state-owned forest resources is a civil right,so its realization should be based on the realization of the four rights of possession,use,profit,and disposal.According to the tasks and goals of the reform of the entrusted agency mechanism for state-owned natural resources,distinguish between ownership and regulatory power,and clarify the subject of ownership exercise.Improve the existing paid use system and income distribution system,and establish corresponding regulatory mechanisms to ensure the reasonable utilization of state-owned forest resources.
