Research On "Sinking" Community Governance

Community is the carrier of residents’ daily life,but also the basic unit of grass-roots governance.Community governance,as a component unit of grassroots governance,is of great significance to realize community good governance.Although the concept of "sinking" community governance was officially put forward after the outbreak of COVID-19 in 2020,the practice of "sinking" governance has appeared in every stage of social governance in China,but no systematic governance theory and governance framework has been formed.How can "sinking" governance achieve great results in each stage and achieve the goal of social governance? What problems and dilemmas exist in "sinking" community governance? How to construct a more perfect "sinking" community governance mechanism? The theoretical solution and practical exploration of these problems will undoubtedly relate to the construction of the country’s modern governance system.This paper firstly combs out the development history of Chinese "sink" governance.From the historical perspective,"sunken" community governance is a kind of sports governance model,which changes around the central task of governance,has played a positive role in every stage of social governance in our country,and shows the trend from "unconventional" to "routine".On this basis,from the theoretical perspective and political perspective this paper analyzes the logic of "sink" community governance and finds that "sink" community governance has its theoretical roots and political rationality.From the perspective of theory and logic,"sinking" community governance makes up for the shortage of community governance capital and the defects of community self-organization,and is a kind of correction and supplement mechanism of regular community governance.From the perspective of political logic,"sinking" community governance can be used as a policy tool to mediate the relationship between local government and community.The sinking community of party members is the manifestation of the authority of the party organization embedded in community governance.The existence of "sinking" community governance is not blind,it has certain performance legitimacy and realistic rationality support,but there are still some risks in the process of the transformation to the routine.Through the investigation and analysis of the sinking practice of A community in L County,it is found that while "sinking" community governance has achieved results,it also appears the tendency of community regularized governance internalization,the problem of diminishing marginal utility and the problem of long-term mechanism establishment.Therefore,starting from the construction of institutional guarantee mechanism,dynamic mechanism and collaborative mechanism,this paper provides a possible scheme for the construction and improvement of "sinking" community governance mechanism.
