Practical Research On Social Governance Of L Community In Kunming Under The Linkage Mode Of Five Social Organizations

With the rapid development of China’s society,the participation of multiple subjects in social governance is an inevitable requirement for the development of China’s social,political and economic development.Community is the constituent unit of society,among which community governance is particularly important.The introduction of multiple subjects to participate in community governance will help provide diverse services for community residents,optimize the use of resources,and improve community governance capacity.The 20 th National Congress of the Communist Party of China proposed to improve the social governance system and the social governance system of co-construction,co-governance and sharing.We should develop public welfare charities,improve the incentive policies for social forces to participate in grass-roots governance,and innovate the Linkage mechanism between communities and social organizations,social workers,community volunteers,and social philanthropic resources.The model of "five associations" is an attempt of multi-agent governance.XS District of Kunming City carried out the pilot work of "five associations" in L Community in 2022,Linking and playing the role of "five associations" in community governance,and creating a social governance pattern of co-construction,co-governance and sharing.This paper takes the practical projects carried out in the L community of Kunming City as the research object,takes the theory of poly centric governance and social capital as the theoretical basis,and uses the research methods of Literature research,participatory observation,interview and questionnaire to carry out a systematic analysis and research on the "five associations" community governance project in the L community of Kunming City.On this basis,first of all,the author expounds the relevant Literature research on community governance,social work,"three associations" to "five associations";Secondly,the author Learned about the current situation of the "five communities" in the community governance through the field survey of the L community in Kunming,and analyzed the implementation of the "five communities Linkage" project in the L community;Then,through the questionnaire method and interview method,the practical dilemma of the L community "five social communities" subject participating in community governance is analyzed;Finally,based on the evaluation results,the following optimization strategies are put forward to solve the problems of unclear relationship between social workers and the community,insufficient professional ability of social workers,difficulties in improving the ability of social organizations,difficulties in Linking charitable resources,and weak participation and sustainability of community volunteers: first,promote the precise positioning of the relationship between communities and social workers.Second,strengthen the professional ability of social workers.Third,improve the ability of social organizations.Fourth,further explore resources based on community needs.Fifth,improve the ability of volunteers by category.
