As the main component of public cultural service system,public library plays an important role in educating the masses,spreading public culture and enhancing cultural confidence.At the present stage,the change of the main contradiction and the construction and expectation of cultural service in 20 big reports also reflect the degree of the country attaches importance to development of public cultural service.In the context of the trend of vigorously developing public culture,public libraries still have certain deviations in the aspects of infrastructure,service types,carrying out projects and so on,which cannot fully meet the needs of the public.To realize the reform of traditional public libraries and continuously improve the service quality of public libraries has become the main task of the construction of public cultural services.In this paper,the service quality of public libraries is taken as the research object,Shaanxi Province,which has rich cultural resources,is taken as the research area.By reviewing literatures and sorting out the research results of many scholars,the research ideas are clarified,and Lib QUAL+TM quality evaluation model is used to evaluate the service quality of Shaanxi library.The library service is divided into 19 specific index items at four levels,namely librarians,collection resources,facilities and environment in the library and service effect,and the detailed index hierarchy analysis and empirical analysis based on structural equation are carried out.The analysis results show that:the study of public library service quality evaluation has substantial significance,and the modern network library cannot replace the traditional public library;The readers are generally satisfied with the service quality of public libraries in Shaanxi Province,but there are still some serious problems in some service projects.For example,the library needs to solve the problems in resource layout,infrastructure facilities,library borrowing services and feedback.At the same time,there is a large room for improvement in service personnel image,resource updating speed,library opening hours and other related services.The four levels of public library service have positive influences on service quality in different degrees,and their effects are as follows:collection resources,library environment and facilities,service effect,and librarians.In view of the current problems of public libraries in Shaanxi Province,we should start from the following aspects:establishing public consultation and feedback system,strengthening the construction of talent team,attaching importance to scientific and technological strength,establishing intelligent libraries,etc.,so as to improve its service quality and meet the increasing cultural needs of the masses.
