Research On The Supervision Of Rural Grassroots "Small And Micro Power" In J County,Yancheng City

The 20 th National Congress of the Communist Party of China further clarified the major task of comprehensively promoting rural revitalization,and the Party Central Committee made new arrangements for comprehensively promoting rural revitalization.The work report of the Second Plenary Session of the Central Commission for Discipline Inspection pointed out that we should actively carry out special rectification of unhealthy practices and corruption in the field of rural revitalization,strengthen supervision and inspection of key projects,major funds,and important links,take good care of national assets and collective property,and safeguard the legitimate rights and interests of farmers.In the context of rural revitalization,it is urgent to explore the supervision issue of the exercise of "small and micro power" at the grassroots level in rural areas.This is conducive to promoting the transformation of the thinking and style of grassroots cadres,forcing them to better exercise small and micro power,improving the level of rural governance,and reducing the occurrence of corruption in "small and micro power" at the grassroots level in rural areas.Micro power involves the overall situation,while small corruption poses great hidden dangers.This paper focuses on the special phenomenon of public power exercised by rural grass-roots autonomous organizations,and analyzes it in the overall situation of rural revitalization.Taking J County of Yancheng City as the research object,this study focuses on the supervision work of rural grassroots "small and micro power" in the region.With the supervision of the exercise of rural grassroots "small and micro power" as the central argument,it examines the problems and causes in the process of supervising the exercise of "small and micro power" in rural grassroots.Based on the effective experience of other regions,it proposes improvement strategies for the local area.Firstly,the background and practical significance of the research topic were explained.Based on the summary of relevant literature at home and abroad,the relevant concepts involved in the supervision of "small and micro power" at the grassroots level in rural areas were summarized,including the concepts of "small and micro power",power supervision,and micro corruption.Secondly,an overview of the supervision work of "small and micro power" at the grassroots level in J County,Yancheng City will be provided,and an analysis will be conducted from the perspectives of the current supervision measures taken and the results achieved.Through case analysis and research visits,we understand the current problems in the supervision of "small and micro power",mainly due to inadequate disclosure of various institutional lists,weak supervision at the township and village levels,weak participation of the masses in supervision,and repeated prohibition of corruption in small and micro power;Based on the problems that have arisen,the factors affecting the supervision of grassroots "small and micro power" in J County,Yancheng City have been analyzed,mainly including three aspects: imperfect grassroots supervision system,weak sense of responsibility and ability of village affairs supervision committee members,and ways for the masses to participate in supervision.Finally,by drawing on the supervision achievements of other regions,optimization strategies are proposed,including strengthening information transparency,innovating the supervision methods of rural grassroots "small and micro power",improving the quality and ability of supervision subjects,stimulating the vitality of public supervision,and strengthening supervision accountability and disposal.Through the study of the grassroots "small and micro power" supervision system in J County,Yancheng City,on the one hand,it can provide certain reference significance for J County in the future grassroots "small and micro power" supervision work,and on the other hand,it can also provide certain reference significance for grassroots "small and micro power" supervision in other provinces and cities in China.
