| Since its inception,grassroots grid based social governance(service management)has been increasingly valued by governments at all levels through years of exploration and practice,and its effectiveness has been increasingly recognized by grassroots people.Significant results have been achieved in places such as Dongcheng in Beijing and Nantong in Jiangsu,not only summarizing advanced experience but also proposing many classic practices.Jiangsu Province is also actively forming the "big data+grid+iron foot board" operation mode,It provides strong guidance for accelerating the construction of a three-level social governance system in the provincial and urban areas,and comprehensively improving the level of modern governance.As the main battlefield of urbanization construction in Yancheng City,Yandu District has been facing increasingly prominent development pain points and social contradictions.In 2016,it began to coordinate the work of grid based social governance,and in 2017,it took the lead in promoting grid based social governance in the city.It has achieved full coverage of regional grid division,full coverage of multiple personnel in one grid,full coverage of full-time grid personnel in urban communities,normalization of grid inspections and visits,and socialization of departmental coordinated disposal,Achieve certain results.However,with the further advancement of urbanization,the grid based social governance in Yandu District has also exposed certain drawbacks,such as the bloated integration of grid workers’ work lists and negative lists,insufficient participation in event handling,barriers to multi departmental linkage,incomplete construction of dedicated teams,and low level of intelligent system construction.Therefore,this article focuses on studying the grid based social governance model in our district,proposing effective solutions and specific suggestions for the exposed problems and difficulties,which has significant guiding significance for the integrated development of urban and rural areas in our city.This article proposes a clear definition of grid based social governance in the new context based on traditional research,which is a comprehensive system of multi departmental linkage and participation within the framework of regional social governance,with the grid as the unit to carry out urban governance,rather than a fixed work carried out under the management of a single department or unit.Faced with the new issue of smart governance in mega cities,this article believes that the grid social governance work in our region should be planned and promoted under the framework of "big data+grid+iron foot board".This is not only conducive to fixing the basic mode of grid social governance,but also can standardize the operation of mechanisms and departmental linkage participation under the existing mode,and form Yandu’s own grid social governance model innovation through innovation.Based on the existing difficulties,this article collected a large amount of relevant literature and conducted a comprehensive investigation into specific practices.From the perspectives of basic overview,current practices,and other aspects,it deeply explored the grid social governance work in Yandu District.Guided by the awareness rate of grid and satisfaction rate of grid work,supplemented by decision-making management and participants at all levels,conducting questionnaire surveys from multiple perspectives,conducting face-to-face interviews with decision-makers and deployers of work,and conducting systematic research on current difficulties and reasons through vivid case descriptions and massive data support.At the same time,a comprehensive analysis is conducted on typical cities that have achieved significant results in urban governance,and advanced experiences and typical practices that are worthy of reference and reference are extracted.Based on the characteristics of this research and considering the actual situation,this article focuses on the specialization of the team and the standardization of the mechanism,and proposes highly practical improvement strategies and specific suggestions to improve the difficulties of grid governance in Yandu District,namely: Improve the institutional system,promote the standardization of grid governance,strengthen team building,promote the construction of professional forces,innovate intelligent management,build new model of data governance,standardize the preparation of standards,restrict special people to do internal affairs,deepen collaborative governance,innovate the diversified linkage mechanism of departments. |
