| The government work report in 2022 pointed out that it is necessary to improve the infrastructure construction of county towns and promote the coordinated development of large,small and medium-sized cities and small towns.We will deepen the construction of a new type of urbanization with people at the core and continue to improve the quality of life of the people.This feature shows that China’s urbanization has entered a new era,gradually changing from a first-class city such as Beijing,Shanghai,Guangzhou and Shenzhen to a small and medium-sized city mainly at the county level,and the communication between cities and towns,towns and rural areas is increasingly close.Therefore,urban-rural integration is an inevitable trend of social development in the "Fourteenth Five Year Plan" and even a longer period of time.Transportation is the foundation of urban-rural integration.In this context,the importance of urban and rural public transport integration is self-evident.Urban and rural public transport is the carrier of livelihood undertakings,and is an important public service and product provided by local governments at all levels.The integration of urban and rural public transport is not only an inevitable phenomenon of the development of urban and rural society to the current stage,but also promotes the deep integration of urban and rural areas.Therefore,whether from the perspective of promoting the common integration between urban and rural areas,or from the perspective of optimizing the supply of social services,the research on this issue has great theoretical value and practical significance.City D,directly under the jurisdiction of Jiangsu Province,is located at the junction of Yancheng,Nantong and Taizhou branches.With a land area of 3176 square kilometers,it is the largest town in Jiangsu.At the same time,City D is also one of the 20 central cities specified in the Urban System Planning of Jiangsu Province(2012-2030),and its agricultural and industrial and commercial development plays a certain role in the provincial economic landscape.In 2021,the gross domestic product of city D will exceed 99 billion yuan,and will exceed the threshold of 100 billion yuan.Based on the current national and provincial policies and regulations as well as local practices,this paper takes City D of Jiangsu Province as the research sample to carefully investigate the operation of urban and rural public transport integration in Mopai City D.It is believed that there are problems such as poor development of transport infrastructure,insufficient planning of passenger transport stations,network layout to be improved,and service network unable to adapt to public needs.By using the new public service theory,public goods theory and externality theory,the author anatomizes and analyzes the problems faced,and points out that the main reasons are that the overall planning of urban public transport is not perfect,the urban public transport security force is insufficient,the urban public transport supervision is weak,and the urban public transport operation system is not perfect.Subsequently,it submitted specific measures and suggestions on optimizing urban public transport integration,including adhering to overall planning,improving urban infrastructure construction,strengthening policy supervision,strengthening government financial support,and reforming the operation mechanism.The innovation of this paper is to stick to the study of D city,a typical county in the Yangtze River Delta,which to some extent represents the trend of integrated development of urban and rural public transport in China in the future.As small and medium-sized cities and towns play a more and more important role in China’s economic development,it will play a positive role in the research of systematic problems in the construction of urban and rural public transport integration in small and medium-sized cities. |
