The report of the 20 th National Congress of the Communist Party of China proposed to "improve the social governance system and improve the social governance system of joint construction,co-governance and sharing",of which "improving the governance system of urban and rural communities" is an important link.Under the circumstance that grid governance is widely implemented in grassroots communities in China,the professionalization of grid members has become an inevitable trend to cope with grassroots governance.The role of full-time grid members in community governance has become increasingly prominent.As the "last mile" participants and managers of grassroots governance,full-time grid members in the community play a decisive role in promoting the construction of social governance communities and the improvement of urban and rural community governance systems.However,at present,the incentive system for community full-time grid members is not perfect,the incentive means are insufficient,and the incentive effect is not obvious,which has brought a series of adverse impacts to grassroots community governance.With the proposal of newer and higher requirements for the development of community governance,how to adapt to the requirements of new development,effectively motivate the work motivation of full-time grid members,and improve their work efficiency needs to be solved urgently.In this study,full-time grid workers from grassroots communities in Z City were the research subjects.Based on the theory of public sector personnel incentive,the incentive problem of full-time grid workers was systematically studied by collecting data through empirical research methods such as questionnaires and interviews,and combined with text analysis.Firstly,the background and significance of the research,the current situation at home and abroad,and the research content and methods were introduced.Secondly,the current situation of material incentives and non-material incentives of full-time grid members in Z City was analyzed,and the incentive effect was presented.Thirdly,the incentive problem of full-time grid staff in Z City and its causes are discussed.Finally,this thesis proposes a countermeasure for incentive optimization on how to effectively improve the incentive effect of full-time grid members.The study strives to provide useful references for further stimulating the work motivation of grid members,establishing an efficient and professional team of full-time grid members,improving the efficiency of grassroots community governance,and solidly promoting the construction of common prosperity and a better society. |
