Study On The Fulfillment Of Local Government Functions In The Grain Circulation Link Of J County

Food security as the first of the three national security strategies in the new era,is related to the national economic development,social security and stability,urban and rural residents’ daily lives of major realities,is the focus of the Party Central Committee with Comrade Xi Jinping as the core repeatedly stressed,and want to ensure food security,not only to ensure the adequacy of food production,but also to focus on the establishment of a stable supply,strong regulation and control,efficient operation of the food distribution system.Today the world is experiencing a century of unprecedented changes,the situation facing the flow of food is very complex,from the international situation,in recent years by the new crown epidemic,natural disasters,geopolitical conflicts and other factors,the global food supply chain risk increases;from the domestic situation,by the population base,consumption structure continues to upgrade,the increasingly constrained resources and environment and other factors,domestic food supply and demand is still in a tight balance situation,coupled with The emergence of new situations such as food contamination and deterioration,losses and losses has further highlighted the importance of local government functions in food distribution.This paper first clarifies the concepts of grain circulation,government administration,and local government functions,and explores the current situation of government functions performed in grain circulation in J County based on relevant theories such as collaborative governance and government-market relationship,using literature research method and interview method,and concludes that the performance of its functions in regulation and reserve,policy grain purchase and sale,industrial development,emergency guarantee,and supervision and management are to some extent To a certain extent,it has effectively maintained the order of local grain circulation.Secondly,after an in-depth study,it is found that there are still problems in the performance of government functions in grain circulation in J County,such as the difficulty of guaranteeing the benefits of reserve rotation,the low quality of policy grain procurement services,the limited market competitiveness of grain brands,the lack of simulation and rehearsal of grain emergency plans,and the occurrence of grain-related irregularities,etc.The reasons for this are that the reserve rotation management mechanism needs to be improved,the policy grain procurement initiatives are not in place,and the foundation of grain brand development potential is not stable.In addition,the foundation of food brand development potential is not stable,food emergency security preparation is not sufficient,food supervision and enforcement system effectiveness is low.Once again,we summarize the effective practices of some regions-Funan and Sihong counties-in performing their functions in food circulation.Finally,countermeasures are proposed on how to optimize the performance of local government functions in grain circulation in J County,i.e.,constructing a high-efficiency grain reserve rotation mechanism,shaping a high-standard grain acquisition service reputation,consolidating a high-quality grain brand development foundation,promoting a high-efficiency grain emergency guarantee layout,and building a high-level circulation supervision and law enforcement system.
